<br />Roseville Planning Commission Minutes <br />August 6, 1986 <br /> <br />Page 4 <br /> <br />Johnson asked how the Planning Commission can assure that a <br />comprehensive approach occurs. Waldron stated that it was <br />envisioned from the beginning that once the PFS plan was <br />completed, its recommendations would have to be implemented. <br />That, in effect, would require major modifications in the <br />Comprehensive Plan to depict the proposed uses in the potential <br />targeted areas. <br /> <br />Johnson stated that she was not particularly comfortable making <br />decisions relating to only one parcel. Demos stated that it was <br />more appropriate that only one parcel be considered, otherwise <br />this could be considered down zoning. <br /> <br />Roll Call, Ayes: <br />Nays: <br /> <br />Goedeke, Berry, and DeBenedet. <br />Wiski, Maschka, and Johnson. <br /> <br />Motion failed. <br /> <br />Johnson moved, Maschka seconded, that the City Council initiate <br />an effort to modify the Comprehensive Plan to reflect PFS's <br />proposals relating to the potential targeted areas. Koegler <br />stated that PFS is approximately one month from completing the <br />proposed study. <br /> <br />Wiski stated that a good argument has been made for the <br />acceptabilty of the Costco development. He stated the Planning <br />Commission is in a position where it understands that County Road <br />C is going to change, but it needs to look at said changes in a <br />comprehensive nature as opposed to a piecemeal approach. <br /> <br />Dahlgren replied that the City does not have the luxury of a <br />significant amount of time in considering this issue. Dahlgren <br />pointed out that other warehouses are looking at sites in <br />Roseville, and could end up in an inappropriate area if the <br />proper action on the part of the City did not occur. Dahlgren <br />pointed out that based on his analysis and the consultants, that <br />it is known today that C is an appropriate area.
