<br />Roseville Planning Commission Minutes <br />August 6, 1986 <br /> <br />Page 5 <br /> <br />Goedeke asked whether existing property stays zoned the same. <br />Johnson replied yes, it doesn't change until a formal request is <br />made. <br /> <br />Dahlgren clarified what the Comprehensive Plan really is, how it <br />works, and that B-4 has excellent controls with respect to what <br />can or cannot occur. <br /> <br />Demos stated that if a complete Comprehensive Plan for the target <br />area was going to be required before action was taken on this <br />issue, it should have been so stated at the last meeting. <br /> <br />Berry moved, Goedeke seconded, to reconsider the previous motion <br />relating to Comprehensive Plan development for the potential <br />targeted areas. Berry stated that short of completing a whole <br />new Comprehensive Plan, they have appropriate information before <br />them; thus the Planning Commission should vote this project up or <br />down. <br /> <br />Roll Call, Ayes: Johnson, Maschka, Berry, DeBenedet, Wiski, and <br />Goedeke. <br /> <br />Wiski stated that he still felt it was extremely important to <br />have a Comprehensive Plan amended for the whole area. <br /> <br />DeBenedet stated that he agreed that major Comprehensive Plan <br />amendments should occur, but enough information was available <br />that evening to ascertain that Costco is an appropriate use for <br />the area. <br /> <br />DeBenedet moved, Berry seconded, a substitution to the previous <br />motion which would include approval of the Costco request for <br />Comprehensive Plan Amendment from Industrial to Business, as well <br />as the request to the City to initiate Comprehensive Plan <br />Amendments relating to the potential targeted areas. <br /> <br />Roll Call, Ayes: <br />Nays: <br /> <br />Goedeke, Berry, DeBenedet, and Wiski. <br />Johnson and Maschka. <br /> <br />DeBenedet moved, Goedeke seconded, to approve Costco's request <br />for rezoning from 1-1 to B-4. <br /> <br />Roll Call, Ayes: <br />Nays: <br /> <br />Maschka, Goedeke, Berry, DeBenedet, and Wiski. <br />Johnson. <br /> <br />Berry moved, Goedeke seconded, that the Costco request for <br />rezoning from 1-2 to B-4 at 1947 West County Road C be approved <br />per plans submitted June 12, 1986, with the following conditions: <br /> <br />1. The landscape and drainage plans be approved by staff. <br /> <br />2. The Development Agreement be signed, committing the developer <br />to future drainage improvements in the area. <br /> <br />3. The street improvements be paid by the developer. <br />
