<br />Roseville Planning Commission Minutes <br />September 3, 1986 <br /> <br />Page 5 <br /> <br />Johnson moved, Maschka seconded, that Lincoln Companies request <br />for Special Use Permit be approved with the following conditions. <br /> <br />1. The development should proceed as per plans submitted in the <br />August 26, 1986 package. <br /> <br />2. Staff approval of street layout north of County Road C. <br /> <br />3. Staff approval of landscape, utility, lighting, and drainage <br />plans. <br /> <br />Johnson stated that she was pleased to see a grocery store as a <br />potential in this particular part of the City. <br /> <br />Waldron pointed out that a number of the aforementioned <br />conditions will also become part of the loan agreement between <br />the City and Lincoln as a result of the CDBG Grant. <br /> <br />DeBenedet asked how the approval of the Special Use would leave <br />the fast food situation. Dahlgren stated that a proposal for the <br />fast food development on the site would have to come before the <br />Planning Commission and Council again. Mr. DuFresne stated that <br />was his understanding, and that is certainly workable for Lincoln. <br /> <br />Roll Call, Ayes: Johnson, Maschka, Goedeke, Moeller, Berry, <br />DeBenedet and Wiski. <br />Nays: None. <br /> <br />Maschka moved, Johnson seconded, that Lincoln Companies request <br />for preliminary plat at 1665 County Road C be approved. <br /> <br />Roll Call, Ayes: Johnson, Maschka, Goedeke, Moeller, Berry, <br />DeBenedet and Wiski. <br />Nays: None. <br /> <br />Planning File 1686 <br />Esther Logerquist request for rezoning from R-2 to R-4 at 2088 <br />Fry Street. <br /> <br />Presentation <br />Mr. Dahlgren discussed the location of this particular triplex, <br />and pointed out that sixteen years ago, the residence was <br />converted to a triplex. He pointed out that the facility does <br />have the required six parking places, and sixteen neighbors <br />signed a petition in support of the Logerquist request. Mr. <br />Logerquist basically reiterated Mr. Dahlgren's presentation. <br /> <br />Maschka asked if the zoning can be limited only to the life of <br />the building. Dahlgren replied that recent court decisions state <br />that rezoning cannot be conditioned. <br />
