<br />Roseville Planning Commission Minutes <br />October 1, 1986 <br /> <br />Page 8 <br /> <br />Maschka stated, in his opinion, this was not a legal nonconforming <br />issue either, and that the bumpers are currently nonconforming, <br />and require a special Use in an 1-2. <br /> <br />Dobney stated that one should not differentiate between different <br />types of auto parts, and that many parts were stored in this area <br />years ago. <br /> <br />Wiski asked why this area is being used to store the bumpers. <br />Dobney replied that it is currently the most useable area. Wiski <br />asked if all these bumpers were processed by Keystone. Dobney <br />replied, yes they were. Wiski asked when this processing started. <br />Dobney replied in 1977. <br /> <br />Maschka asked for a clarification as to whether this was indeed a <br />legal nonconforming use. Dahlgren replied that the City was <br />rezoned in 1959, and in 1960 Dahlgren surveyed the area, and there <br />were no bumpers stored at this site. He also pointed out that <br />this is a separate use that was not being used in 1959 when the <br />area was zoned I-I. Dahlgren pointed out that meetings had <br />occurred with Keystone many times, and that a solution was <br />supposedly being considered to store the bumpers inside as <br />required by the ordinance. He also pointed out that this area has <br />tremendous potential for development, referencing the Woodbridge <br />project, and the fact that this illegal use has a deleterious <br />impact on future development. <br /> <br />Dobney referred to a previous case that he felt buttressed his <br />point with respect to the legal nonconforming use. <br /> <br />Johnson asked why inside space can't be utilized. <br />it wouldn't be economically feasible. <br /> <br />Dorso replied <br /> <br />Berry stated her concerns regarding the negative aesthetics of the <br />outside storage. <br /> <br />Johnson stated a number of her concerns for the record which were <br />as follows: <br /> <br />1. That more than one home is impacted by the unsightly bumpers <br />and that all of Fairview Heights is impacted. <br /> <br />2. There are also tires and barrels of waste being stored in the <br />area. <br /> <br />3. A number of the bumpers are not inside the fence. <br /> <br />4. The use of the area is changing, the City is a partner with <br />Woodbridge across the street with respect to its development, <br />and the bumper storage would jeopardize future development in <br />the area. <br /> <br />Johnson moved, Berry seconded, to deny Carmen Dorso's request for <br />Special Use Permit at 2814 North Cleveland Avenue based on the <br />following findings of fact. <br />
