That the property line of Lot 2 on the south, and Lot 1 on the <br />north be approved on the condition that a variance be approved <br />at a later date. <br /> <br />Roll Call, Ayes: Berry, Goedeke, Moeller, Maschka, Johnson, and <br />Wiski. <br />Nays: None. <br /> <br />Planning File 1713 <br />Reilly Tire Company request for amendment to ordinance to <br />allow tire recapping as a Special Use in an I-1 District. <br /> <br />Presentation <br />Waldron explained that this item was now before the Council, and <br />that Reilly was requesting modification in its existing building <br />to allow tire recapping. It was stated the Planning Commission <br />first had to decide whether it was a reasonable use in an 1-1 <br />area and if so, Reilly Tire could come back with a formal request <br />relating specifically to its development next month. <br /> <br />Mr. Dahlgren explained that tire recapping <br />significantly over the years, and that Bruce <br />similar operation in Savage, and ascertained that <br />did not create any of the previous problems that <br />presented. <br /> <br />has changed <br />Ryden viewed a <br />the development <br />tire recapping <br /> <br />Harold Sjkelbostad, representing the developer from BRW, explained <br />the bandag tire recapping process is quite clean. That is, there <br />is no smoke, odor, or dust. He stated that noise represents <br />a potential problem, but it could be resolved. <br /> <br />Wi ski asked whether a noise level limitations could be placed on <br />the development. Sjkelbostad stated that State and EPA require- <br />ments require a decibel level of 60 at the property line. He <br />suggested that any company proposing tire recapping should have to <br />meet those requirements. <br /> <br />Maschka asked what the hours of operation were with such propo- <br />sals. Sjkelbostad replied usually from 7:00 a.m. to 5:00 p.m. <br /> <br />Johnson stated her concern relating to the noise from Twin City <br />Tire. The noise is very bothersome to adjacent homeowners. <br /> <br />Sjkelbostad stated that 60 decibels is similar to heavy traffic at <br />three hundred feet. Thus in the case of the Reilly Tire situa- <br />tion, the noise could not be heard on Fairview Avenue. <br /> <br />Johnson again reiterated her concern about noise moving tow~rd ~he <br />residential area. Sjkelbostad suggested any company conslderlng <br />tire recapping should meet all EPA standards. <br />
