<br />Roseville Planning Commission Minutes <br />December 3, 1986 <br /> <br />Page 3 <br /> <br />Presentation <br />Dahlgren pointed out that this particular project had been <br />approved in total approximately one year ago. However, the <br />Special Use Permit and variance have expired. Mr. Dahlgren <br />proceeded to discuss the specific plan and stated this is <br />basically reapproval of the previous project. <br /> <br />John Lowe, representing <br />application is completely <br />previously approved. <br /> <br />Con-Spec, <br />identical <br /> <br />pointed <br />to the <br /> <br />out <br />one <br /> <br />that <br />that <br /> <br />this <br />was <br /> <br />Herb Klingbeil asked if the plan up for consideration was the <br />same one that had been approved previously. Lowe replied that it <br />was. <br /> <br />Mike Huebl, 1897 Shady Beach Avenue, asked why the construction <br />of the project did not start as anticipated. Lowe stated that he <br />was not aware of the six month time limit. Huebl asked what was <br />the response to the project's marketing. Lowe replied the <br />interest in the project was very high. Huebl asked if anyone <br />considered the traffic situation and asked whether he could come <br />back to the Council meeting to oppose the project. Dahlgren <br />replied that all of the planning items were previously considered <br />which included traffic, and that it is the prerogative of the <br />citizen to appear at the subsequent Council meeting to discuss <br />final approval. <br /> <br />Klingbeil pointed out that Center Street floods and there will be <br />difficulty with the construction of the project. He also pointed <br />out the potential difficulty of building adjacent to the local <br />manufacturing area. <br /> <br />Roger Hess, Jr., 1914 Wagner Place, stated he was very concerned <br />about the drainage. He also asked that when the signs are put in <br />place for the future development, that they be placed in the <br />legally required areas. <br /> <br />Paul Holmes, also representing Con-Spec, asked if a drainage <br />study is being conducted in the area. Janisch replied that the <br />basic problem in the area is the lack of any storm sewer. <br />Janisch stated that as part of the pavement management program, <br />storm sewer would eventually be installed in the area. <br /> <br />DeBenedet moved, Berry seconded, that the Con-Spec Corporation <br />request for rezoning, Special Use Permit, and variance to zoning <br />ordiance at 1711 Center Street be approved with the following <br />condition: <br /> <br />1. That landscaping and engineering plans are subject to staff <br />approval. <br /> <br />2. That prepartion of cross easements for road use and maintenance <br />be prepared. <br /> <br />3. That there be separate utilities for each dwelling unit. <br />
