<br />Roseville Planning Commission Minutes <br />February 4, 1987 <br /> <br />7 <br /> <br />Cushman proceeded to discuss how she sees her role in the Planning <br />Commission process, which includes listening and serving as liaison <br />between the Council and the Planning Commission. <br /> <br />Roll Call, Ayes: DeBenedet, Stokes, Maschka, Goedeke, Moeller, Berry, <br />and Johnson. <br />Nays: None. <br /> <br />Planning File 1724 <br />Rosewood Corporation request for Special Use Permit, vacation of <br />right-of-way, preliminary plat and variance to the zoning ordinance <br />at 2241-2391 Highway 36. <br /> <br />Presentation <br />Dahlgren discussed the location of the project and its tremendous <br />intensity. He also pointed out that the staff has had an excellent <br />working relationship with the developers on this project. Dahlgren <br />pointed out that the parking variance is reasonable. Additionally! <br />the development is staged; therefore parking could be adjusted if it <br />were deemed a problem. <br /> <br />Fred Katter explained the project and the image the developers are <br />trying to present for the City. He al 0 pointed out that the Devel- <br />opment Agreement could possibly be completed with the City by the end <br />of Feburary. <br /> <br />Peter Hilger, architect for Rosewood, discussed all of the specific <br />elements related to the plan. <br /> <br />DeBenedet asked how, if parking became a problem, this would <br />addressed particularly based on other problems the City has had <br />respect to parking. Katter replied that it is incumbent upon <br />developer to provide the parking. If parking is not adequate, <br />development simply won't work. <br /> <br />be <br />with <br />the <br />the <br /> <br />Berry stated she was concerned about the visitor and handicapped <br />parking. Hilger stated that the visitor parking would be close to <br />the building and that they would meet all handicap requirements. <br /> <br />Stokes asked whether any leases have been signed yet, and asked what <br />the rent ranges were. Katter replied that the leases have not been <br />signed, but that proposals have been submitted for three projects. <br />Katter said the target rents are within the $17 - $23 per square foot <br />range. <br /> <br />Waldron discussed the potential of gaining the Revenue Department in <br />the City as a tenant, and the fact that the City is supporting this <br />move. <br /> <br />Cushman asked what would be seen from Highway 36. <br />showed elevations that pointed out the building <br />basically all that would be seen, not the parking. <br /> <br />Katter and Hilger <br />and landscape is <br />
