<br />Roseville Planning Commission Minutes <br />April 1, 1987 <br /> <br />Page 4 <br /> <br />Johnson asked as to whether the applicants would consider a <br />condition to enclose the dumpsters. Backes replied yes, it would <br />be appropriate. <br /> <br />Berry asked what color the awnings were going to be in the front <br />of the building. The architect replied Forest Green and Burgundy. <br /> <br />John Ukura, 2486 Marion, stated his concern with respect to <br />traffic in the area, and could it be limited. Backes stated that <br />he expected that most of the customers would be from the adjacent <br />neighborhood. <br /> <br />Dahlgren stated that in order to properly address traffic <br />concerns, that traffic warrants must first be reviewed, and then <br />the State and County take action if the need is depicted. <br /> <br />DeBenedet stated it is his opinion that people would not make a <br />left turn heading north on Rice, but would simply access the <br />station to the east on Rice Street. <br /> <br />Johnson suggested that the neighbors encourage the respective <br />traffic bodies to conduct an anlysis of the area. <br /> <br />Cushman suggested that the staff review what Rice Street improve- <br />ments are anticipated. <br /> <br />Janisch stated that he would check the proposed improvements on <br />Rice Street. <br /> <br />Janisch discussed the fact that volumes show a significant drop <br />north of B-2. <br /> <br />Stokes stated that he has seen many cars on Rice Street turning <br />north, and was not supportive of another gas station in the area. <br /> <br />Dahlgren showed how access could be gained to Rice Street from <br />Transit by using the private service road to B-2, thus utilizing <br />the light. <br /> <br />DeBenedet moved, Berry seconded, that the Shelard request for <br />Special Use Permit (P.U.D. modification) at 2435 Rice Street be <br />approved with the following conditions: <br /> <br />1. That the development, based on the P.U.D., be constructed as <br />indicated on the submitted plans labeled P-1, P-2, and P-3, <br />dated February 27, 1987. <br /> <br />2. That sidewalks should be constructed six feet wide, contig- <br />uous to Transit Avenue and Rice Street. <br /> <br />3. That the service drive from Rice Street to County Road B-2 be <br />constructed and maintained by the owners of Lots 1 and 2, <br />Block 1, Transit Second Addition. <br />
