<br />Roseville Planning Commission Minutes <br />May 6, 1987 <br /> <br />Page 7 <br /> <br />Roll Call, Ayes: Stokes, DeBenedet, Goedeke, Moeller, Berry, <br />Maschka, and Johnson. <br />Nays: None. <br /> <br />Planning File 1747 <br />First Minnesota Savings Bank request for rezoning from B-1 to B- <br />1b at 1124 Dionne Street. <br /> <br />It should be pointed out that Commissioner Moeller did not parti- <br />cipate in this activity, as a result of his previous work with <br />First Minnesota. <br /> <br />Presentation <br />Dahlgren discussed the site and showed how the development was <br />proposed to take place. The B-1b is required for a bank. Dahlgren <br />pointed out that First Minnsota personnel have met with all of <br />the neighbors, who are supportive of the project. <br /> <br />Stokes asked if there is a drive-in in place today. First <br />Minnesota representatives replied there are two currently. <br /> <br />Janisch pointed out two areas that the applicants may have to be <br />concerned about in the future. The County may put a median in <br />place on Lexington, or install signals that could partially be <br />assessed to the bank. <br /> <br />Berry asked what kind of materials would be used. First <br />Minnesota personnel replied that the materials would match the <br />existing bank. <br /> <br />Mr. Blankenship, the neighbor directly behind the bank, wanted to <br />be sure that the employees would no longer be parking on the <br />streets. He also stated that there be no signage on the canopy, <br />and that the speakers for the drive-ins be limited to a voice <br />transmisison within the confines of the lot. First Minnesota <br />personnel stated that the reason they are expanding was to <br />alleviate the parking, and that they look forward to working with <br />Mr. Blankenship to properly control the audio. In addition, they <br />stated that no signs would be placed on the canopy. <br /> <br />DeBenedet asked whether the landscaping on the north could be <br />increased. Dahlgren replied that it was thin, and it probably <br />should be considered. <br /> <br />Johnson asked whether the applicants would consider increased <br />plantings. The applicants replied that they would, but they <br />would like to have the overall scheme coordinate with the <br />Paster's project. Waldron replied that an additional meeting <br />will be scheduled with neighbors in terms of the Paster project. <br /> <br />Blankenship stated that the landscaping with respect to the bank <br />should proceed irrespective of the Paster project. Dahlgren <br />stated it may be more appropriate to work these items out with <br />staff. <br />
