ROSEVILLE PLANNING COMMISSION

Paget12

Wednesday, July 13, 1988

Johnson stated that the commission should, in her opinion, take
action on this item this evening.

Berry stated that she agreed that action should be taken, and
pointed out that the value of land is increasing in the city, and
the value in this area is becoming to expensive to park trucks
on. Berry said she was not in support of multifamily uses around
the lake.

Maschka testified that mUlti-family doesn't make sense, that he
would support taking it out. Maschka added that the city should
leave industrial use so that people know what they have.

Stokes testified that industrial zoning adjacent to single
family zoning doesn't make sense, and that ideal there should be
a buffer zone. Stokes stated that residential zoning should be
there because other, more undesirable uses could locate in the
existing industrial area.

Maschka stated that the neighborhood has expressed the desire to
leave the strip north of Terrace Drive as is. The city can react
to other proposals as they come up, while giving the neighborhood
assurance of what will be there.

Johnson pointed out that Centennial Drive is multi-family now.

Moeller agreed with the residential buffer and stated that it
doesn't make good sense in the long range plan to leave the area
as industrial.

DeBenedet inquired what the alternatives were which were being
presented. Dahlgren reviewed the alternative land uses shown on
the plans.

Goedeke indicated that he was more comfortable with a flexible
list of alternatives which include all three alternative land
uses. Goedeke stated that when developers come in and hearings
occur, the ci ty could decide then what happens in each area.
Johnson responded that was really not an option. Dahlgren stated
that zoning defines uses, and that it was important to decide if
there was to be housing or not. Dahlgren stated that you can't
mix housing with office uses.

Johnson testified that housing has caused the problems and
opposition from the neighborhood, and that in her opinion,
current projects being proposed in other areas would take care of
the city's mUlti-family needs.
