Stokes commented that he would rather see housing in the <br />area. <br /> <br />Johnson commented that the parks in the area would be <br />susceptible to more people which the mUlti-family housing would <br />bring into the area. <br /> <br />DeBenedet inquired if the commission should be making motions on <br />individual parts of the plan. Dahlgren commented that the <br />commission should deal with the plan language and framework as <br />the basis of their decision and either recommend adoption, <br />adoption with changes or denial. <br /> <br />DeBenedet stated that the city has to deal with the concern of <br />the homeowners in the area about quality of life. DeBenedet <br />pointed out that the ways in which the city could do that is by <br />leaving existing office/service uses, not predetermining the use <br />of low density residential areas, by screening development, and <br />by requiring high architectural standards. DeBenedet stated that <br />there would be no increase of traffic on Fairview Avenue and that <br />Terrace Drive would be a collector and not a minor arterial. <br />DeBenedet commented that the plan appears to be the right <br />approach because it would have minimal impact on the neighborhood <br />to the north. DeBenedet pointed out that the city is not trying <br />to put in a large complex, but to guide the future to get ahead <br />of the game. <br /> <br />Berry stated her pleasure with the design framework, and that it <br />was something she has lobbied for many years to provide a safe, <br />comfortable, pleasant community. <br /> <br />Goedeke said that the city has a good history of planning which <br />has resulted in good development in the city. Goedeke stated <br />that it is better to have a plan to base decisions on. <br /> <br />Maschka indicated he was troubled by the fact that the city has <br />to rezone. Dahlgren summarized the history of the Metropolitan <br />Land Planning Act, and stated that it is best to rezone so that <br />everybody knows the rules and expectations of the city. Dahlgren <br />stated that with the clear direction, the city is more likely to <br />get what it wants because owners know what the city's <br />expectations are. <br /> <br />Maschka asked if the city had this plan in effect would the city <br />would have been in a better position to deny the Costco proposal <br />
