County Road B. <br /> <br />Presentation <br /> <br />Dahlgren summarized the location of the site and the zoning and <br />land use of the surrounding area. Dahlgren pointed out the <br />location of the existing parking facilities on the site and <br />indicated that a special use permit would be required for parking <br />lot expansion of a school in an R-l district. Dahlgren reviewed <br />the site plan, and summarized the following concerns. <br /> <br />1. The parking spaces that oack directly onto the driving <br />isle between the building and the parking lot should be <br />eliminated for safety reasons. <br /> <br />2. A walk should be provided across the island to line up <br />with the west entrance walk. <br /> <br />3. Storm water ponding on the site is needed, and the <br />design should be subject to staff review. <br /> <br />Janisch summarized the drainage concerns on the site. Janisch <br />indicated that there is a pipe that runs through the site which <br />serves the Gluek Lane area across County Road B. This pipe fills <br />up during heavy rains and water backs out of catch basins in the <br />Gluek Lane area. Janisch added that this situation would be <br />complicated by the proposal because there would be additional <br />runoff due to expanded asphalt areas. Janisch indicated that <br />there were two alternatives to deal with this situation. <br /> <br />1. A catch basin could be constructed on the site with a <br />restricted opening which would control the flow of the <br />water from the site into the pipe that goes to Gluek <br />Lane. This would result in water standing on the <br />parking lot for a period of time. <br /> <br />2. The second alternative would be to tilt the parking lot <br />to drain to the northeast corner of the site. A storm <br />water holding pond would be installed, with a pipe <br />leading from the pond into the storm sewer going to <br />
