<br />13 <br /> <br />Gluek Lane. The size of the pipe would be small enough <br />to control the rate of run off from the holding pond <br />into the pipe so that no water goes in the pipe than <br />currently does. <br /> <br />Berry indicated a concern about the removal of trees in the <br />proposal, and encouraged that there be adequate landscaping on <br />the site. Berry indicated a concern about the number of <br />handicapped parking stalls and their location. She has observed <br />that the spaces have been filled with snow and cars illegally <br />parking in them so that handicapped individuals have not had <br />proper access to these spaces. Berry inquired as to whether <br />additional parking spaces could be provided on the pool side of <br />the proposal. <br /> <br />Paul Borke, from Independent School District 623 indicated that <br />the school district is receiving a block grant through Ramsey <br />County to finance this parking improvement. Borke indicated <br />that the success of the senior program at their community center <br />has dictated the need for this additional parking. At times <br />parking overflows onto County Road B, which is a problem not only <br />on County Road B, but because of distance that the people have to <br />walk to the center. The proposal is to provide additional <br />parking on a site which is closer and safer. <br /> <br />Dunwell stated that it is their feeling that 150 spaces are <br />required for employees, 120 spaces for the senior program, and <br />40 cars for other programs, for a total of 310 spaces. Dunwell <br />indicated that the proposed parking location is good because it <br />is now vacant and would provide a good location for parking in <br />close to the building. They believe that the plan that they <br />arrived at is the best one within the dollar constraints of the <br />grant project. They are exploring other funding sources to add <br />to the block grant money. <br /> <br />Dunwell indicated that there are poor soils on the site, and that <br />they would need to strip out and compact existing soil and <br />provide a new limestone base and asphalt. Dunwell indicated <br />that internal islands in the parking lot would not be <br />appropriate. They need to provide a continuous parking mat which <br />would not be interrupted by openings such as end islands with <br />landscaping. End islands with landscaping would provide an <br />opportunity for water to seep under the parking lot and for <br />roots from the plants to creep under the parking lot which would <br />provide for maintenance problems in the future. Dunwell <br />indicated that they are providing berming along the County Road B <br />and along the west edge of the parking lot which would provide a <br />sufficient buffer and would also provide snow storage space. <br />Dunwell indicated that the location of the trees to be removed <br />would be occupied by handicapped parking spaces. Dunwell <br />indicated that they could possibly adjust the striping to get <br />handicapped spaces adjacent to the pool area. Dunwell indicated <br />
