<br />17 <br /> <br />adding a new 15 space parking lot which would be separated from <br />the adjacent multi-family use. Dahlgren pointed out that the <br />purpose of this proposal is to make more room for access to the <br />washing bays at the car wash. Dahlgren indicated that there <br />would be good landscaping and buffering, and that the new <br />dumpster enclosure would be provided. Dahlgren indicated that <br />only issue would be the fact that a narrow twenty-five foot strip <br />of land would be left, which could cause problems if not property <br />maintained. Dahlgren indicated that a rezoning from R-6 to B-1 <br />special use permit, and the division of a platted lot would be <br />required. <br /> <br />Brannon indicated that the purpose of the proposal is to improve <br />the maneuvering into the first three bays. Existing parking <br />causes a problem and safety concerns because people have to back <br />up to get into the bays. Brannon indicated that they met with <br />the neighborhood and they expressed concern that potential <br />traffic on neighborhood streets. Brannon indicated that this <br />project would have no impact on any of the neighborhood streets. <br />Brannon indicated that there would be sufficient buffering and <br />screening by existing grade change, berms and evergreen planting, <br />which they would provide. Brannon indicated they talked to <br />seventeen neighbors, and they expressed no objections or <br />recommendations. Brannon indicated that they also had concerns <br />about the twenty-five foot area and that they would be willing to <br />sod, seed and maintain that area. <br /> <br />Berry inquired whether or not Brannon had considered purchasing <br />the property from Mr. Coverdale. Brannon responded that they <br />would be interested in purchasing it, but Coverdale would not <br />sell it to him. <br /> <br />Johnson indicated that she was uncomfortable voting for the <br />proposal with the twenty-five foot strip left. Dahlgren <br />indicated that the maintenance of the area is the concern and <br />this issue could be dealt with through a stipulation requiring <br />maintenance. <br /> <br />Berry inquired if it would be appropriate to have a maintenance <br />agreement between Brannon and Coverdale to allow Brannon to <br />maintain that area. Dahlgren indicated that it was appropriate <br />and that it may be appropriate to have that agreement signed when <br />this matter when to the city council. <br /> <br />Goedeke moved that the Planning Commission recommend approval of <br />the lot Division, Rezoning from R-6 to B-1, and special use <br />permit for parking at 1725 Dellwood Avenue, with the following <br />conditions: <br /> <br />1. That the parking area be built in accordance with the <br />plans submitted. <br />
