ROSEVILLE PLANNING COMMISSION

Page://:

3

Wednesday, May 4, 1988

be filling inside the lines determined by the DNR an the Army
Corps of Engineers.

Goedeke indicated a concern about the impact of development on
wildlife in the area, about the size of the lots south of Orchard
Lane, and about potential development of lots A and B. Dahlgren
pointed out that outlots A and B would not be buildable and that
planning them as outlots would provide ample protection.

Gene 0' Brien, 951 Orchard Lane, indicated a concern about the
size of proposed lot 8, and indicated that it appeared to be the
same size as outlots A and B. Dahlgren commented that there
appeared to be ample size on lot 8 to allow development, and that
the DNR normal high water line definition determines if a lot
were buildable. Dahlgren further indicated that city regulations
would have to be changed before development could occur on
outlots A and B because the DNR line would not allow for setback
requirements to be met.

Bill Broenen, 945 Orchard
proposed development would
Honchell replied that the
development on higher land.

Lane,
have
DNR

questioned
on wildlife
didn't have

what affect the
breeding areas.
a concern with

Goedeke asked what impact this development would have on the
cattail area. Honchell replied that the cattail area would be
protected by the DNR line and the 75 setback requirement.
Johnson pointed out that homeowners would not have the right to
cut down cattails without DNR approval. Reiling commented that
each homeowner could ask the DNR permission for a channel to open
water.

Don Merkel, 2869 Victoria, pointed out that there had originally
been money set aside in the city's park land acquisition bond
issue to purchase this property. Dahlgren stated they didn't
recall if the acquisition was called for in the original general
city park plan, but believed that there was not enough money in
the bond issue to purchase lake shore. Mayor Rog indicated that
the city at one time wanted to purchase the property as part of a
lineal park, but turned it down because the surrounding
neighborhood did not approve of the purchase. Johnson suggested
that if the neighborhood wanted the city to purchase the
property, they could petition the Park Board and City Council for
the acquisition.

Frank Usenik, 2955 West Owasso Boulevard, questioned why fill had
been allowed along the road. Reiling summarized his dealings
wi th the Army Corps of Engineers, and indicated that he was
through fighting with them and that they were satisfied.
