<br />ROSEVILLE PLANNING COMMISSION <br /> <br />Pagett <br /> <br />5 <br /> <br />Wednesday, June 1, 1988 <br /> <br />replied that they would be providing shrubbery on the hill and <br />then snow would be stored in the area between the shrubbery and <br />the parking lot. He indicated they wanted to be a good neighbor <br />and not cause problems. If in the event of a heavy snowfall, <br />they may have to remove snow from the site. <br /> <br />Berry inquired about if the landscaping and trees would be <br />irrigated and indicated the concern that the trees would wilt and <br />die on the slope. Ettesvold assured the commission that they <br />will take care of the landscaping. <br /> <br />stokes inquired about where the water would go once it left the <br />pipe at the bottom of the hill. Keel pointed out to the <br />commission that it would go across the church parking lot to <br />Larpentuer. <br /> <br />Daune Haukebo, 1731 Galtier, indicated that much of the drainage <br />now soaks into the soil because it is open granular material. <br />The bottom of the hill drains to the church parking lot into the <br />ditch and through a culvert under Larpentuer Avenue. <br /> <br />Johnson closed the public hearing. <br /> <br />Berry moved, Maschka seconded <br />Comprehensive Plan designation <br />residential to business. <br /> <br />to recommend approval of the <br />of the site from high density <br /> <br />stokes indicated a concern that this would be spot zoning and <br />wondered if a special use permit could be issued instead of a <br />rezoning to keep the area multi-family. Stokes indicated a <br />concern that this would set a precedent which could cause <br />problems in the future. <br /> <br />Dahlgren pointed out to the commission that the city cannot issue <br />a special use permit unless the use is listed as a special use <br />permit use for that particular zoning district. An office use <br />would not be a use by special use permit in a residential zoning <br />district. Dahlgren testified that he would be reluctant to add <br />office as a use by special use permit in a residential district, <br />and that it would be better to rezone the property to B-1 as <br />proposed because it is a limited, restricted district. Dahlgren <br />indicated that the proposal was reasonable because of it's <br />isolated location between the church and apartments. <br /> <br />Johnson indicated that she felt comfortable with the proposal <br />because of its isolated location and that the change would not <br />impact the area. <br />
