Monson replied that it was slightly <br />east. <br /> <br />DeBenedet requested why a ten foot easement was provided vs. <br />right of way. Monson replied that it was what the City <br />requested. Keel stated that where plats are done, the City <br />generally will get right of way and if a plat is not involved, we <br />get an easement. <br /> <br />Johnson closed the public hearing. DeBenedet moved and Maschka <br />seconded to recommend approval of Robert Monson's request for a <br />lot division at 2774 Lakeview Avenue with the condition that <br />there be a 10 feet of right of way dedicated on victoria and that <br />a 10 foot easement be provided on Lakeview Avenue. <br /> <br />Roll Call: <br /> <br />Ayes: <br /> <br />Berry, Goedeke, Stokes, Maschka, <br />Moeller, DeBenedet, Johnson <br /> <br />Nays: <br /> <br />None <br /> <br />Planning File 1899 <br /> <br />Gregory Bild request for a special use permit for a family <br />billiard and video entertainment center at 2819 North Hamline <br />Avenue. <br /> <br />Presentation <br /> <br />Dahlgren summarized the location and the proposal. <br /> <br />John Alexis, an attorney representing Gregory Bild summarized the <br />proposal. <br /> <br />Johnson inquired about the hours of operation, the age group <br />served, the type of food offered on the site and their policy for <br />antisocial behavior. Bild replied that the hours of operation <br />would be from 12:00 noon to 12:00 midnight and that the primary <br />age group would be from 18-21 years old. Alexis replied that <br />they would be providing for pop and snack foods only as well as <br />some retail sales of billiard products. Alexis commented that <br />patrons causing problems would be asked to leave. <br /> <br />Berry asked what was the experience of the applicant and what <br />kind of supervision would be provided. Alexis answered that Mr. <br />Bild has no experience running a billiard center but he has an <br />interest in billiards and is currently managing an apartment <br />complex. Alexis stated that the number of supervision staff on <br />the premises will depend on need. He stated that initially staff <br />would be high and then reduced as experience and business levels <br />
