<br />ROSEVILLE PLANNING COMMISSION <br /> <br />page#13 <br /> <br />Wednesday, February 1, 1989 <br /> <br />added that the people want to move because of the amount of money <br />being offered to them. <br /> <br />Tudisko stated that the amount of money being offered won't <br />replace his existing house but that the neighborhood as a whole <br />is going downhill and this provides the people in the <br />neighborhood a good opportunity to get out. Tudisco pointed out <br />that a overwhelming majority of people in the neighborhood are in <br />favor of this project and that they shouldn't be penalized by a <br />small minority wishing to stay. <br /> <br />Ralph Keyes, 1631 Brooks, stated that he owns a home in the area <br />but that he doesn't live there. Mr. Keyes supported the <br />development and stated that it's too late to save the <br />neighborhood, that change is inevitable. Keyes added that sales <br />in the area have been less than what the County lists as the <br />market value. Keyes testified that the time to protect the <br />neighborhood was when Pavilion Place was first being proposed, <br />not now. Keyes said that the owners in the area should have a <br />chance to get reasonable value for their house, not 2 to 3 times <br />the value. <br /> <br />Lowell VanBerkom, 1614 Brooks, asked the Planning Commission to <br />support the proposed proj ect. VanBerkom pointed out that the <br />value in the area is degraded over the years as is evidenced by <br />the below market value sales in the area. VanBerkom told the <br />Commission that the developer has not been high pressure. <br /> <br />Nisja explained various options for providing fire and emergency <br />vehicle access only at the northeast corner. <br /> <br />Lynn Kapaun stated that they believe that the Fire Department <br />does not have to have access to the north. Kapaun added that the <br />emergency vehicle access would have to be maintained in the <br />winter time and would look like a road and could still be used by <br />regular vehicles. <br /> <br />Lawrence Lee, 2612 <br />should be blocked <br />neighborhood. <br /> <br />Charlotte Avenue, stated <br />off without blocking off <br /> <br />that the access <br />access into the <br /> <br />Johnson closed the public hearing. <br /> <br />Goedeke questioned whether the City could make a decision on this <br />matter without a County decision on the additional access from B- <br />2. Keel replied that approval of the access by the County could <br />be a condition of approval. <br />
