ROSEVILLE PLANNING COMMISSION

page# 5

Wednesday, February 1, 1989

Loehmanns. Brown stated that Toys R Us and Childrens Palace sell
similar goods but Kids R Us is a fashion oriented store.

Mike Peterson, 1790 Oakcrest, urged the city to proceed with more
caution with this center than Loehmanns, because Loehmanns has
been a long hard battle.

George Lindgren, 1728 Oakcrest, stated that the developer is the
same as at Loehmanns and that they haven't done what they have
said in the past. Lindgren stated there was trash, traffic, and
lighting problems at Loehmanns Plaza.

Johnson asked Mr. Lindgren if these problems have been dealt
with. Lindgren replied that they have not and that garbage and
paper were still blowing around and that the grounds were not
patrolled as regularly as promised. Brown stated that they
believe they have good management and that they are working to
deal with the neighborhoods problems. Lindgren stated that he
has attempted to call management but have only gotten a
recording. Larry Erdos stated that the only thing he had heard
about was the light above the loading dock.

Vern Johnson expressed his concern about their being no
connection between this center and other developments in the
area. Johnson suggested that the Council and Planning Commission
need to address this issue to ensure that developments connect to
and enhance the areas that they are being constructed in. Pat
Johnson pointed out that this was probably the best solution
because the site was isolated already. Brown commented that this
was the best configuration for the site based on the
configurations of the buildings around it, the fact that this was
a strip mall geared to the automobile where pedestrian traffic
normally doesn't occur and because of the difficulties in turning
the back of the center towards the streets.

Dahlgren summarized the history and orientation of development in
the area and the fact that there is a peripheral sidewalk system
to connect to surrounding areas.

John Schmittdiel, 1694 Oakcrest Avenue, stated his concern about
traffic in the area and pointed out that there are existing
problems that would be complicated by new development. Brown
answered that the site has been designated for commercial
development by the City and they are carrying out that plan.

Dennis Eyler, the traffic consultant for the proj ect, informed
the commission that the traffic generated by the proposal would
be consistent with typical commercial development, that the
common entrance has eliminated the conflict with Rosedale traffic
