Eyler <br />stated that there would be an additional 50 vehicles during the <br />peak hour times between 4:30 to 5:30 p.m. Johnson asked if the <br />traffic signals at Fairview could be better adjusted. Keel <br />responded that signals can be coordinated but that would be a <br />County responsibility. <br /> <br />Johnson closed the public hearing. <br /> <br />Goedeke asked if there was an ordinance against dumping snow in <br />city ponding areas. Keel answered that they have talked to the <br />center about that and that they will continue to follow up. <br /> <br />DeBenedet informed the Commission of his concerns about the <br />project relating to trash enclosures, stacking space at the <br />entrance, the lack of public restrooms and the long term access <br />to the site. <br /> <br />Johnson inquired what kind of bond could be required. Dahlgren <br />replied that typically a landscape bond is required and released <br />when all the plant materials are installed. Dahlgren added that <br />this may be able to be extended for a longer period of time. <br />DeBenedet suggested that a five year bond for a significant <br />portion would be appropriate. <br /> <br />Berry testified that she shared Mr. DeBenedet's concerns. Berry <br />testified that the city has been experiencing the lack of long <br />term consistent maintenance at other centers. Berry stated that <br />there is something wrong when problems arise after promises have <br />been made. <br /> <br />Johnson asked what the developer would propose concerning the <br />restroom question. Brown replied that they have no plan and that <br />they would comply ordinance requirements. Brown added that the <br />larger anchors may have public restrooms. <br /> <br />Wasyl Hnatiw, from Toys R Us, testified that they will have full <br />public restrooms in their store. <br /> <br />Johnson informed the Commission that she was pleased with the <br />changes that have been made to the entrance and the signage. <br /> <br />Goedeke moved, and Maschka seconded to recommend approval of a <br />rezoning of the site from 1-1 to B-4. <br />
