That the applicant is responsible for meeting all <br /> conditions. <br /> <br />Bestrom stated that it would be difficult to reach agreement with <br />the RTB prior to the May 22, 1989 meeting because construction is <br />involved and permission would be necessary from Carson's to <br />implement the RTB's preferred alternative. Bestrom pointed out <br />that both parties want agreement but it will take time. <br />
