Bailey stated that irrigation <br />of landscaped areas would be provided. <br /> <br />Ken Meister, from SEH, explained the utility and grading changes <br />proposed. <br /> <br />Johnson asked if the proposal has been submitted to the Rice <br />Creek Water Management Board for approval. Meister replied that <br />it has been submitted and preliminarily approved. <br /> <br />Dave Koski summarized the traffic study that has been conducted <br />for the site. Koski pointed out that the primary entrance to the <br />site is Fairview and the primary exit has now changed to B-2 and <br />Snelling and pointed out that there would be a satisfactory level <br />of service on the outer ring road with the planned improvements. <br />Koski summarized the traffic related changes including the <br />relocation of the entrance on Fairview, 150 feet northerly, an <br />additional turn lane from the Highway 36 interchange, expansion <br />of the ring road to 4 lanes, clear definition of the ring road <br />with landscaping and signage and expansion of the exit onto B-2 <br />and Snelling. <br /> <br />Maschka asked about the possibility of ramp expansion from <br />Highway 36. Koski responded that it will be considered and be <br />part of the lane expansion. <br /> <br />Stokes inquired about the impact of the location of the ramps, <br />why they are located where they are and whether other <br />alternatives been explored. <br /> <br />Koski responded that the ramp location does increase traffic in <br />the area they are located in. <br /> <br />Stokes asked if there would be less impact on Fairview and <br />Highway 36 if their ramps were located on the northwest quadrant. <br /> <br />Koski responded that it would lessen the impact on Fairview but <br />the proposed ramp location is correct based on the proposed <br />expansion. Koski added that their studies shows that the planned <br />improvements can handle the projected traffic. <br /> <br />Doug McChane from the Centre Companies pointed out that the high <br />percent of traffic coming to the site comes from Highway 36 and <br />this wouldn't change. McChane added that shopping centers <br />dictate which ramps would be used and the shopping pattern on the <br />site indicates that the proposed ramp location is correct. <br />
