ROSEVILLE PLANNING COMMISSION

Paget 9

Wednesday, May 3, 1989

Koski stated that 353 new parking spaces would be added and that
the elevations of the site make the proposed ramp location the
best.

McChane stated that the elevations increase the exit options and
relieve some pressure on the Fairview exit. McChane stated that
the general time frame of the proposed improvements would be that
there would be parking lot re-striping, utility relocation, and
preparation of the site for the new Dayton's store and footing
work for the south parking deck in 1989. In January of 1990,
work would begin on the new Dayton's store and the south parking
deck. The new Dayton's store and the total parking deck would be
complete by August of 1991. The remodeling of the old Dayton's
space would begin after the opening of the new Dayton's store and
be completed in 1992.

Keel commented about the proposed entrance relocation and pointed
out that the County feels that the problems on Fairview are due
to the design of the internal ring road and that they would be
studying the proposed design on their own before approving the
entrance relocation.

Nisja stated that they had some access concerns for fire
equipment on the new ramp. Nisja added that there is proposed in
the 1991 capital improvement plan, the purchase of a smaller
scale truck which could be used to fight fires anywhere on the
parking ramp. Nisja also pointed out the need for additional
hydrants on the west side by Dayton's.

Maschka asked if the Dayton's store would be sprinklered and if
there was a problem with the ramp being too close to the
building.

Nisja responded that the buildings would be sprinklered and that
the location of the ramp was not a problem.

Dennis Mooney from the Police Department summarized a report from
the Police Department concerning parking ramp security including
the need for increased visible patrols, strategically located
wi th emergency phones, alarms, that there not be dark hidden
areas for criminals to hide, that there be proper lighting in
the 5-10 foot candle range and that there be area identification
within the parking ramps.

Johnson stated that the parking ramp security is a serious issue.
Johnson added that there have been security problems in parking
areas now and that we should not make the problem worse.
