<br />ROSEVILLE PLANNING COMMISSION <br /> <br />page'14 <br /> <br />Wednesday, July 5, 1989 <br /> <br />stokes stated that a portion of property is currently zoned B-3 <br />and that the owner has the right to develop to the fullest extent <br />permitted. stokes questioned what could be done with the site. <br />Dahlgren stated that there is a small area of the site currently <br />zoned B-3, which is too small to allow reasonable development. <br />Dahlgren stated that the entire site would need to be zoned to <br />allow proper development. Dahlgren stated that the site should <br />be combined with the site to the north and developed as a <br />townhouse or similar multi-family project. <br /> <br />stokes stated that the site used to be at the intersection of a <br />major highway and County road which no longer exists. <br /> <br />Roll Call: <br /> <br />Ayes: <br /> <br />Maschka, DeBenedet, Wietecki, Berry, <br />Goedeke, Stokes, Johnson <br /> <br />Nays: <br /> <br />None <br /> <br />Goedeke moved and DeBenedet seconded to recommend denial of the <br />special use permit for a convenience store with fuel sales based <br />on the following findings. <br /> <br />1. The proposed convenience store with fuel sales is <br />inconsistent with the present zoning of the site. <br /> <br />2. The proposal, as submitted, does not address properly the <br />issues of screening, sign location and size, trash <br />enclosure, and the number of parking stalls based on the use <br />and size of the building. <br /> <br />3. No specific traffic study has been presented to fully <br />evaluate traffic impacts. <br /> <br />stokes questioned whether the owner could rebuild the service <br />station that existed on the site. Dahlgren responded that the <br />old station was a non-conforming use and that the non-conforming <br />status and rights were lost because more than 50% of the building <br />was destroyed. <br /> <br />Roll Call: <br /> <br />Ayes: <br /> <br />Maschka, DeBenedet, Wietecki, Berry, <br />Goedeke, Stokes, Johnson <br /> <br />Nays: <br />Planninq File 1984 <br /> <br />None <br /> <br />Hicks Construction Company request for special use permit and <br />variance for a convenience store with fuel sales and a car wash <br />at 1681 Rice Street. <br />
