<br />ROSEVILLE PLANNING COMMISSION <br /> <br />Page' 5 <br /> <br />Wednesday, July 5, 1989 <br /> <br />different than other uses in the City which have been required to <br />upgrade parking areas. <br /> <br />Heitzer stated that they would also consider widening the <br />driveway when it is upgraded in the future. Heitzer stated that <br />financial constraints also is a reason for not redoing the <br />driveway at this time. <br /> <br />Johnson closed the public hearing. <br /> <br />Johnson stated that as was brought out earlier, it would be <br />appropriate to attach reasonable conditions on the approval of <br />this matter. <br /> <br />DeBenedet stated that he was concerned about spill containment <br />and the design of the hand wheel sleuth gate on the lower level <br />of the pond. <br /> <br />Heitzer stated that the design of the pond was based on storm <br />water retention design. Keel stated that there was only <br />schematic design at this point. <br /> <br />DeBenedet stated that he would be more comfortable with a sleuth <br />gate design with an operator on top. DeBenedet testified that <br />it would be appropriate to leave the final design of spill <br />containment on the site and in the rail area for final staff <br />review. DeBenedet added that he saw no reason for the delay in <br />bringing the parking area and driveway into compliance. <br />DeBenedet pointed out that the commission had similar situations <br />in the past and they have been required to upgrade their <br />facilities. <br /> <br />DeBenedet moved and <br />Minnesota Solvents <br />special use permit <br />conditions: <br /> <br />Berry seconded to recommend approval of <br />and Chemicals Corporation request for a <br />at 2340 Rose Place with the following <br /> <br />1. That the parking area, driveway and truck loading areas have <br />hard surface and concrete curb and gutter prior to operation <br />of the molecular sieve. <br /> <br />2. That spill containment be provided subject to staff <br />approval which includes the rerouting of the spills from the <br />existing area to containment area #2 with a hand wheel <br />sleuth gate being provided and that a containment plan be <br />developed for the rail area. <br /> <br />3. That soil tests be conducted prior to installation of hard <br />surface areas to determine if any soil contamination exists. <br />
