ROSEVILLE PLANNING COMMISSION

Page' 5

Wednesday, July 5, 1989

different than other uses in the City which have been required to
upgrade parking areas.

Heitzer stated that they would also consider widening the
driveway when it is upgraded in the future. Heitzer stated that
financial constraints also is a reason for not redoing the
driveway at this time.

Johnson closed the public hearing.

Johnson stated that as was brought out earlier, it would be
appropriate to attach reasonable conditions on the approval of
this matter.

DeBenedet stated that he was concerned about spill containment
and the design of the hand wheel sleuth gate on the lower level
of the pond.

Heitzer stated that the design of the pond was based on storm
water retention design. Keel stated that there was only
schematic design at this point.

DeBenedet stated that he would be more comfortable with a sleuth
gate design with an operator on top. DeBenedet testified that
it would be appropriate to leave the final design of spill
containment on the site and in the rail area for final staff
review. DeBenedet added that he saw no reason for the delay in
bringing the parking area and driveway into compliance.
DeBenedet pointed out that the commission had similar situations
in the past and they have been required to upgrade their
facilities.

DeBenedet moved and
Minnesota Solvents
special use permit
conditions:

Berry seconded to recommend approval of
and Chemicals Corporation request for a
at 2340 Rose Place with the following

1. That the parking area, driveway and truck loading areas have
hard surface and concrete curb and gutter prior to operation
of the molecular sieve.

2. That spill containment be provided subject to staff
approval which includes the rerouting of the spills from the
existing area to containment area #2 with a hand wheel
sleuth gate being provided and that a containment plan be
developed for the rail area.

3. That soil tests be conducted prior to installation of hard
surface areas to determine if any soil contamination exists.
