<br />ROSEVILLE PLANNING COMMISSION <br /> <br />Page' 6 <br /> <br />Wednesday, July 5, 1989 <br /> <br />stokes questioned whether there was any evidence of subsoil <br />contamination and whether or not it would be appropriate to put <br />asphalt over it. Keel stated that a reasonable condition might <br />be to require testing of the soil. Nisja concurred that testing <br />would be appropriate and pointed out that the applicants do have <br />a contingency plan. Nisja stated that they would prefer not to <br />have internal curbs because they can catch truck bottoms. Nisja <br />pointed out that the 1988 Uniform Fire Code currently under <br />consideration would require primary and secondary containment. <br />Nisja also added that ethanol is water soluble with higher <br />explosive limits and that it dissipates more readily than <br />gasoline. <br /> <br />Maschka questioned whether the Fire Marshal would prefer swales <br />vs. curbs. Nisja replied that swales are better. <br /> <br />Ed Mills, President of Minnesota Solvents and Chemicals <br />Corporation, stated that ethanol is biodegradable which will be <br />consumed by natural bacteria in a short time frame. Mills added <br />that there is Bentanite clay under the tanks and that any spills <br />will stay on top of that and can be pumped out. Mills reiterated <br />that the tank farm loading area drains to the tank farm. Mills <br />stated that a holding pond is to contain storm water and not to <br />contain chemicals. Mills stated that any spills would occur in <br />the loading area. Mills pointed out that the design of trucks is <br />such that they are compartmentalized with double bulk heads and <br />safety devices which would make any large spill unlikely. Mills <br />testified that it would be difficult to complete the work this <br />year because of contractors schedules. Mills requested that the <br />Planning Commission reconsider the requirement for paving and <br />curbing prior to operation because the need is for the product is <br />now. <br /> <br />Johnson stated that the Planning Commission's function is to <br />protect the City and to be consistent. <br /> <br />Roll Call: <br /> <br />Ayes: <br /> <br />DeBenedet, Wietecki, Berry, Johnson <br /> <br />Nays: <br /> <br />Maschka, Goedeke, Stokes <br /> <br />Planninq File 1976 <br /> <br />Roseville Properties request for variances at 2000 W.
