Keel replied that the rule of thumb <br />is that 6 inches is the maximum that you want in parking area. <br />Keel added that it is reasonable in this case because it would <br />occur in an area not heavily used. Berry asked if this would be <br />an area to park cars that have been serviced which would mean <br />that customers would have to go through water to get to their <br />cars. Krank replied that it would be inventory storage only. <br />The civil Engineer stated that in the final plan, grades could be <br />adjusted to keep water out of the service area and that they are <br />working with MNDOT to try to get the water completely off the <br />parking lot. <br /> <br />Maschka asked what the price range of the proposed cars would be. <br />Shannon replied that it would be in the $8,000-$12,000 range. <br />Maschka questioned if this was a completely new design of car. <br />Shannon replied that it was a completely new design including <br />facilities. Shannon added that the building design would be <br />consistent with the type of cars sold and not over built. <br /> <br />Maschka questioned why this new concept would be successful when <br />car sales are declining and dealerships are failing. Shannon <br />replied that he can't address the specific car design but that <br />the concept is based on homework and market studies and that <br />people have said they would buy the product. Shannon also <br />emphasized that the concept involves commitment to customers, <br />hiring the best dealers, quick delivery and a plant designed for <br />success. Shannon added that the concept involves all new <br />consistently designed facilities, hiring the best people, and <br />testing of the product. <br /> <br />wietecki questioned if additional right-of-way and roadway <br />expansion will be needed to handle the additional development in <br />the area. Dahlgren replied that he did not anticipate the need <br />for expansion of right-of-way. <br /> <br />Wietecki questioned what the development potential of the site <br />would be because of the impact of the NSP easement on the site. <br />Dahlgren replied that the easement does have an extreme impact on <br />the developability of the site and that the easement area could <br />only reasonably be used as parking or open space. Dahlgren said <br />that in previous proposals for the site, which included motels, <br />restaurants, and gas stations, parking was provided in the <br />easement areas. Dahlgren stated that the plan for the area is to <br />have more intensive use of the property through B-6 and B-4 <br />zoning and that it was important to make sure that there is a <br />high quality development on the site which would be an asset to <br />the area because it is a gateway to the area to the south. <br />
