Dahlgren added that some ci ties now require <br />developers to install irrigation and it is quite cheap when put <br />in at the time of development. <br /> <br />Berry added that she feels irrigation should be required. <br /> <br />wietecki commented that some developments should be required to <br />install irrigation while others should not. wietecki added that <br />an option to the installation of irrigation would be to pose a <br />maintenance plan, such as a grounds keeper. Wietecki stated that <br />we should encourage irrigation but not require it. <br /> <br />Berry complained of the noise from the A+ plant. Berry commented <br />that it goes beyond the boundaries. Berry added that a new <br />language should be looked at by the City Attorney. <br /> <br />Cushman stated that there doesn't seem to be a lot of confidence <br />in what you can do concerning noise but the PCA standards are <br />usually the only thing that holds up in court. <br /> <br />Dahlgren stated that noise is hard to address. <br />violates this with its freeways. <br /> <br />The government <br /> <br />Johnson stated that the Planning Commission should have a joint <br />meeting with the City Council. <br /> <br />Dahlgren reviewed policies to establish a threshold. <br /> <br />A. site Plan Review <br />B. Concrete curbing and drainage. <br /> <br />Keel stated that non-conforming uses can be contained. <br /> <br />Keel stated that he would follow item 2 that read: new parking <br />lot surfacing shall be a minimum of 2 inches of bituminous <br />pavement. A parking lot expansion of 10% of more (surface area) <br />will trigger conformance to design standards for the entire lot. <br />
