<br />ROSEVILLE PLANNING COMMISSION <br /> <br />Paget 7 <br /> <br />Wednesday, April 4, 1990 <br /> <br />Ted Brosen, the owner of the building pointed out that there are <br />problems with kids in the area playing at his service station on <br />the corner. Brosen added that what the area needs is a good <br />clean operation like this to provide an alternative place for <br />kids to play. Brosen estimated that the kids in the area are <br />between the ages of 8-15. <br /> <br />Berry pointed out that there is no play area at the adj acent <br />apartment properties. <br /> <br />Neil Scott, the owner of the apartments north of the Carlisle <br />Apartments on Dale Street, stated that he strongly opposes the <br />game room and video arcade. Scott stated that video rental and <br />carryout food would be OK. Scott expressed his concern about <br />the site becoming a hang out and that would be a bad influence on <br />the family oriented image he is trying to bring about at his <br />apartments. Scott stated his concern that there would be a <br />parking and litter problem in the neighborhood. Scott stated <br />that he is trying to create a quiet family neighborhood <br />atmosphere at the apartment which would be negatively impacted by <br />the proposed use. Scott stated that the owner of the Carlisle <br />Apartments is also opposed to this proposal. Scott submitted a <br />petition from property owners in opposition to the proposal and <br />also a letter from the manager of the Palisades Apartments <br />indicating their opposition. Scott stated that there would be a <br />parking problem because the Carbones Restaurant and a TV shop <br />would have to share the parking in the lot. Scott pointed out <br />that 10 parking spaces would not be sufficient for the three <br />businesses which would result in parking spilling over to the <br />adjacent apartment parking lots because no on street parking is <br />permi tted. He stated that this would hurt Carbones Restaurant <br />because it would limit the opportunity for customer parking. <br />Scott testified that he is attempting to upgrade the tenants in <br />his building and that this type of use would make it difficult <br />for him to do so. <br /> <br />Stokes questioned how one upgrades tenants. Scott responded that <br />code problems and police calls have been reduced at the buildings <br />he owns. Scott said that he screens tenants looking for quiet, <br />more family oriented individuals who are respectful of other <br />peoples rights. He also stated that they have been upgrading <br />buildings to attract better tenants. <br /> <br />Pat Johnson questioned how many children Mr. Scott had in his <br />apartments and what ages they were. Scott responded that there <br />are approximately 12 children, generally under age 10 in their <br />apartments. Johnson stated that she was trying to determine <br />where the kids, which Mr. Brosen talked about, were coming from. <br />
