ROSEVILLE PLANNING COMMISSION

Paget 8

Wednesday, April 4, 1990

Scott responded that they would be coming from other apartments
in the area and that they are attracted to the phone and pop and
snacks offered at the service station.

Stokes pointed out that Mr. Alwan can also upgrade the business.

Berry pointed out that Carbones is not a large family restaurant
and she objected to the term upgrading people. Berry stated that
she hoped that there was no discrimination going on in the rental
of these units.

Goedeke questioned the location of the parking provided on the
site. Keel stated that Engineering has looked at the distances
available for parking but did not specifically analyze parking.
Jopke stated that there were 5-6 parking spaces available on the
north side of the building and 4-5 available on the west side of
the building.

Scott stated that he mis-stated his intent concerning upgrading.
Scott stated that what they are doing is upgrading the building
to attract people more respectful of others rights.

Johnson read the letter in opposition from the management of the
Palisades Apartments.

Bancroft stated that they were not aware until recently of this
hearing and requested that a decision be put off until more
people can be notified. Bancroft stated that he opposed the
proposal pointing out that it would become an attractive
nuisance.

Laura Alwan stated that the space has proper parking, especially
when a good portion of the users will be walk-in traffic. Alwan
stated that the pool tables were an extra but that this was not a
pool hall. Alwan testified that it would be a bright, open,
clean, nice atmosphere and would not be a hang out. The owners
would be on-site and kids would not be allowed to stand around.
Alwan said that they can't afford to have problems on the site
either and that they could consider requiring parental
supervision for kids under a certain age.

Johnson asked if this could just be a video store. Laura Alwan
responded that they hadn't really thought that out so she
couldn't respond.

Adel Alwan pointed out numerous other pool halls and video
arcades in the area. Alwan stated that he is attempting to
create a new image for this type of use and pointed out that it
would be a smoke free facility.
