ROSEVILLE PLANNING COMMISSION

Paget 8

Wednesday, April 18, 1990

security purposes. Alleva added that they need to make this as
safe as possible for the users.

Johnson closed the public hearing.

Johnson commented that she does not like the use of metal here
for the top of the parking ramp. Johnson stated that the height
and location of the fence is another problem.

stokes stated that he is concerned about the fence issue and the
sight lines. stokes suggested that the sight lines be based on 2
points of view, the first from inside the houses and the second
from the backyards.

stokes stated that he is also concerned about the security issues
faced by enclosing the bottom of the ramp. stokes commented that
he is concerned about the safety of the shoppers and suggested
that sound buffers be used instead. stokes stated that he would
like to see the bottom of the ramp left open for safety reasons
but acknowledged that this will create more noise nuisances for
surrounding residents.

Goedeke commented that the materials proposed for the parking
ramp are good. Goedeke suggested that pine trees make good sound
buffers. Goedeke added that he likes Mr. Dahlgren's ideas for
the use of screws in the fence instead of nails.

Berry commended the residents for being patient. Berry commented
that she supports this proposal as being an interim solution.
Berry added that she will not support the use of metal on the top
of the parking ramp. Berry stated that she will not support the
open wall on the bottom of the back of the ramp. Berry added
that this open wall would create noise, fumes, light, and trash
as nuisances to the residents. Berry is dismayed at these types
of problems and felt that the Planning Commission is no longer
able to protect these residents.

MOTION

Roberts moved, Stokes seconded that the Planning commission
recommend that City Council take the following action relating to
Welsh Companies request for reconsideration of conditions placed
on the March 1989 approval of the rezoning and special use permit
to allow the expansion of Pavilion Place Shopping Center:

1. That Welsh Companies be relieved of condition #4 requiring
that American street be vacated.

2. That condition t7 be amended to read as follows:
