Alleva added that they need to make this as <br />safe as possible for the users. <br /> <br />Johnson closed the public hearing. <br /> <br />Johnson commented that she does not like the use of metal here <br />for the top of the parking ramp. Johnson stated that the height <br />and location of the fence is another problem. <br /> <br />stokes stated that he is concerned about the fence issue and the <br />sight lines. stokes suggested that the sight lines be based on 2 <br />points of view, the first from inside the houses and the second <br />from the backyards. <br /> <br />stokes stated that he is also concerned about the security issues <br />faced by enclosing the bottom of the ramp. stokes commented that <br />he is concerned about the safety of the shoppers and suggested <br />that sound buffers be used instead. stokes stated that he would <br />like to see the bottom of the ramp left open for safety reasons <br />but acknowledged that this will create more noise nuisances for <br />surrounding residents. <br /> <br />Goedeke commented that the materials proposed for the parking <br />ramp are good. Goedeke suggested that pine trees make good sound <br />buffers. Goedeke added that he likes Mr. Dahlgren's ideas for <br />the use of screws in the fence instead of nails. <br /> <br />Berry commended the residents for being patient. Berry commented <br />that she supports this proposal as being an interim solution. <br />Berry added that she will not support the use of metal on the top <br />of the parking ramp. Berry stated that she will not support the <br />open wall on the bottom of the back of the ramp. Berry added <br />that this open wall would create noise, fumes, light, and trash <br />as nuisances to the residents. Berry is dismayed at these types <br />of problems and felt that the Planning Commission is no longer <br />able to protect these residents. <br /> <br />MOTION <br /> <br />Roberts moved, Stokes seconded that the Planning commission <br />recommend that City Council take the following action relating to <br />Welsh Companies request for reconsideration of conditions placed <br />on the March 1989 approval of the rezoning and special use permit <br />to allow the expansion of Pavilion Place Shopping Center: <br /> <br />1. That Welsh Companies be relieved of condition #4 requiring <br />that American street be vacated. <br /> <br />2. That condition t7 be amended to read as follows: <br />
