ROSEVILLE PLANNING COMMISSION

Paget 3

Wednesday, June 6, 1990

Nayes:

None

Plannina File 2059

Super America Group, Inc. request for approval of Special Use
Permit for exterior display of merchandise at 2785 Hamline Avenue
North.

Presentation

Shardlow summarized the proposal and pointed out that pedestrian
circulation is the only problem that he saw. Shardlow indicated
that alternatives would be to extend the sidewalk in the front of
the building or to require that permanent signs be placed in
front of the curb to maintain space for pedestrians.

Bud Kaup stated that they could limit the displays to the width
of one case of product. Kaup added that they would have to study
the impact of extending the sidewalk on traffic circulation.
Kaup said that if there was sufficient room, they would be glad
to extend the sidewalk.

DeBenedet testified that the sidewalk in the front of the
building doesn't serve a pedestrian function because people go
directly to their cars at the pump to the door. DeBenedet stated
that the sidewalk was important for handicap accessibility and
that there must be sufficient space to get from the handicap
space to the door.

Johnson said that there are some cases where the sidewalk will
be used because there is parking on the sides of the building.

Stokes stated that people parking on the north and south sides of
the building may want to use the sidewalk. Stokes added that
there should be at least 2-1/2 foot clearance on the sidewalk
which would be consistent with the requirements for other
stations. Stokes questioned what the minimum width necessary to
get a wheelchair by a display. DeBenedet answered that 3 feet is
the minimum for wheelchair access.

Berry stated that the handicap ramp is around back on the south
side and there is no way handicap persons can use it.

Goedeke questioned if the station was scheduled for any
upgrading. Kaup responded no.

Johnson closed the public hearing.
