ROSEVILLE PLANNING COMMISSION

Paget 8

Wednesday, June 6, 1990

Kathy Mrozik, 2288 Woodbridge circle, stated her concern about
pedestrian safety on Minnesota Avenue because it is extremely
busy. Mroz ik stated that she has daycare in her house and is
concerned about the safety of kids walking along Minnesota
Avenue. Mrozik questioned if there could be more time so the
neighborhood could petition more people on the issue.

Johnson stated that the city has discussed the issue before and
that there is two weeks before the Council meeting for the
neighbors to complete their petition. Johnson stated that it
would be difficult to deny the project because it has been
previously approved.

Shardlow stated that he found no substantive of issues to justify
a denial and that the development is consistent with ordinance
requirements.

Johnson stated that the city is looking at an almost identical
project and therefore all they can do is attempt to make it
better.

Shardlow pointed out that there are some extremely valuable
mature oak trees on the site which should be saved. Shardlow
offered his firm's experience in tree preservation and pointed
out that it might be worth it to jog the parking lot or lose some
parking to save those trees. Brachman stated that it is also
their desire to save the trees and that they have been able to do
that with other projects. Brachman communicated their desire to
work with staff to preserve as many trees as possible and to work
with the neighborhood.

Shardlow suggested that if the Planning Commission so desires I
they could consider a condition to require a detailed site
approval which could address the tree preservation matter.

DeBenedet said that a sidewalk along Minnesota might solve the
problem with better access to the park trail at Materion Park.

Mrozik stated that the sidewalk could solve the problem but she
was also concerned about the speed of traffic on Minnesota and a
safety problem at the intersection of Minnesota and Rice street.

Johnson questioned what the sidewalk policy was. Keel summarized
the City sidewalk policy and pointed out that no sidewalks are
called for on Minnesota Avenue.

DeBenedet stated that the original approval was for a 6l unit
building and stated that if a 73 unit building had originally
