ROSEVILLE PLANNING COMMISSION
Wednesday September 5, 1990

Page 9

required.

Jassen, a neighbor, questioned whether the cottonwood was on the
lot. She hoped that it would be taken down. Stokes stated he
wasn't sure, but liked the cottonwood because of its age.

Bisinski, a neighbor, stated that there would be more people on
the same size lot and that if the city let one twin home in, its
harder to stop others, further, it looks different than
neighboring houses. Kettler stated that the home would be set
back in line with the other homes.

Sellsdorf stated that he was worried about the clustering effect
of this type of home and the possibility of it becoming a rental
property. Durgin stated the same concerns. Kettler stated that
he didn't want the unit to become a rental property.

Goedeke commented that the units in Shoreview look good. He
questioned whether any of those units were rental units. Kettler
stated that they were not.

Rita Edwards testified she was concerned about traffic. She
stated there was a bus stop across the street from proposed home.
She submitted a letter from Kines, a neighbor.

Shardlow pointed out that neither the Planning Commission nor the
City can keep people from renting property.

Edwards said that there was dissent in the neighborhood. He
stated that he does not like the proposal.

Goedeke stated that two people he talked to voiced no opposition
to the project.

Shark, a neighbor, stated that the proposal could also bring more
pets in the neighborhood, causing more problems.

Berry questioned whether they were asking for a rezoning because
the project was using a single lot line. Shardlow responded that
rezoning is needed because the project is a duplex in an R1 zone.
It is adopted policy that whenever a 2 family house goes into a
single family neighborhood it is rezoned.

Goedeke stated that the city is in dire need of this type of
housing in Roseville, and that it is aesthetically pleasing and
good housing. Goedeke moved and Berry seconded to recommend
approval of the rezoning.

Roberts commented that this area is zoned single family, that is
why people moved into it. He added that the Commission should
keep these peoples views in mind when making a decision.
