<br />ROSEVILLE PLANNING COMMISSION <br />Wednesday November 7, 1990 <br /> <br />Page 2 <br /> <br />Presentation <br /> <br />Shardlow summarized the site location and proposed project. <br />Shardlow stated that all proposed lots meet or exceed city <br />requirements for a subdivision. Shardlow stated that as part of <br />a subdivision it is appropriate for the Commission to look at <br />impact on adjacent land. <br /> <br />Shardlow stated that the vacant land directly east of the plat in <br />question is owned by the City due to tax forfeiture. The City <br />had been using it as park land but now the Parks Commission has <br />recommended that it be sold. If the City Council determines <br />that this land is surplus land, then it will revert to a R-1 <br />zoning designation and may be developed as such. <br /> <br />Shardlow presented a sketch of a possible use of the Zeece land <br />and the land that may become available to the east. Shardlow <br />stated that since it is unclear what the Council will do with <br />this land to the east of the Zeece property the commission should <br />continue this matter until the Council has acted. Shardlow also <br />stated that the three southern most lots will not be affected by <br />the possible opening of land to the east and that the Commission <br />may recommend approval of those three lots if they so desire. <br /> <br />Zeece stated that he was forced into the subdivision because the <br />City put a storm sewer through his land and if he had his way he <br />wouldn't develop the plat at all. Zeece stated that he didn't <br />want to lose any lots just so adjacent property could be <br />developed. Shardlow stated that the proposed site plan he <br />presented wasn't perfect but was presented to show potential of <br />Zeece's and adjacent land for R-1 development. <br /> <br />Johnson asked whether the Commission should approve the three <br />southern lots or do the whole thing together. Shardlow stated <br />that the three lots could stand alone. <br /> <br />Keel stated that the storm sewer was constructed in such a way so <br />that it wouldn't conflict with the subdivision. <br /> <br />Zeece stated that he has had offers on some of the lots, so he <br />wanted to get this approved as soon as possible. Johnson stated <br />that they may be landlocking land, that's why they are being <br />careful. <br /> <br />DeBenedet stated that the storm sewer was put in place to serve <br />Burke Avenue and County Rd. B, it's not detrimental to the <br />subdivision but in fact is giving Zeece a wonderful opportunity <br />because all public improvements are in place for the subdivision <br />except for the paving of the road. Keel showed the placement of <br />the sewer lines on the property. <br />
