<br />ROSEVILLE PLANNING COMMISSION <br />Wednesday November 7, 1990 <br /> <br />Page 3 <br /> <br />Goedeke stated that long ago that area used to be a dump, and <br />that it was a deep hole, that is why the sewer had to be <br />diverted, Goedeke also stated that he was concerned about the <br />buildability of the lots due to the amount of filling that has <br />taken place. Keel stated that this has been checked out, it has <br />been determined that some soil preparation would be needed but <br />that the lots are buildable. <br /> <br />Goedeke stated that the lot has to be at least 10-15 feet higher <br />than it was years ago. Zeece state that it has risen even more <br />than that. <br /> <br />Johnson asked Zeece what his preference was, three lots or all <br />together. Zeece stated that he would like to see the whole plat <br />approved at once. Johnson stated that she agreed. <br /> <br />stokes asked why this had to be continued. stokes questioned <br />what the tax forfeitured lot had to do with the plat before the <br />Commission and why it should be delayed on the premise that <br />somebody someday might want to develop that land. Stokes stated <br />that they should give Zeece his plat approval. <br /> <br />The public hearing was closed. <br /> <br />DeBenedet stated that if the Commission approves the plat they <br />are creating difficulties for the future if someone ever wanted <br />to develop the tax forfeitured land. Giving plat approval now is <br />contrary to good planning principles. DeBenedet stated that the <br />Commission shouldn't create situations where developers have to <br />create flag lots or double frontage. DeBenedet stated that the <br />Commission shouldn't give maximum benefit to the first one in the <br />door. <br /> <br />Johnson stated that's why she asked Zeece if he wanted approval <br />for three lots or wait for the whole plat. <br /> <br />Shardlow testified that the tax forfeitured land might come back <br />to the Commission as park land. The whole purpose of the <br />subdivision is to look at impacts on surrounding land. <br /> <br />Wietecki stated that determining that the land to the east is <br />surplus and should be sold to a developer could take a long time. <br />Berry stated that this situation has happened before, and it is <br />the responsibility of the Planning Commission to plan for the <br />entire city. Berry added that the Commission should not put a <br />future developer in the position that he cannot use his land. <br /> <br />DeBenedet stated that he is unclear on the process. He asked <br />whether the Council needs to make a determination that the land <br />is surplus before the Commission can act. <br />
