<br />ROSEVILLE PLANNING COMMISSION <br />Wednesday November 7, 1990 <br /> <br />Page 4 <br /> <br />Wietecki stated that the situation Commissioner Berry talked <br />about took three years to finalize. wietecki stated that they <br />shouldn't make Zeece wait that long to develop his land. Berry <br />stated that if they acted responsibly it won't take three years. <br />Johnson added that the neighbors held up that development, that <br />is why it took three years. <br /> <br />Shardlow stated that the Commission could recommend preliminary <br />plat approval with final approval pending on City council action. <br />Johnson asked what happens if the Council determines the land is <br />surplus. Shardlow stated that it would return to the Commission <br />for consideration. <br /> <br />DeBenedet asked when the assessments come due. Keel stated that <br />they come due in 1992. <br /> <br />stokes stated that good planning deals with reality as well as <br />looking into the future. stokes stated that there is no <br />neighborhood opposition to this plat design, the Commission <br />should vote it up or vote it down. <br /> <br />MOTION <br /> <br />stokes moved and Roberts seconded to recommend approval of <br />preliminary and final plat as presented. <br /> <br />Roll Call: <br /> <br />Ayes: <br /> <br />Roberts stokes, Wietecki <br /> <br />Nayes: <br /> <br />Berry, DeBenedet, Goedeke, Johnson <br /> <br />Motion fails 3-4. <br /> <br />DeBenedet questioned the time frame for this request. <br />stated that they must act in 90 days. <br /> <br />Shardlow <br /> <br />stokes asked what happens if the land is determined by the <br />council to be surplus. Johnson stated that the commission should <br />ask the Council for comments on potential development of the <br />property. <br /> <br />stokes stated that there is no neighborhood opposition. If the <br />property to the east is included that might bring in opposition <br />which could defeat original plan. Stokes asked if the Commission <br />can legally deny this plat approval. Shardlow stated yes, as <br />part of the subdivision process the commission has to look at the <br />impacts on neighboring land. <br />
