ROSEVILLE PLANNING COMMISSION
Wednesday November 7, 1990

Page 7

Roll Call

Ayes:

Berry, DeBenedet, Goedeke, Johnson,
Wietecki, Roberts, Stokes

Nayes:

None

Planninq File 2174

Midland Hills Country Club request for vacation of a portion of
Ryan Avenue.

Presentation

Shardlow presented site and stated that improvement of a storage
facility triggered the need for the vacation. Shardlow stated
that the staff has no problem with vacation. A letter written by
the Mayor of Lauderdale alerts the city to a proposed trail
corridor that goes through that area and into Roseville.
Shardlow stated that the appropriate response to the letter is to
inform the Park Commission of this trail plan.

Dick Merrill of Midland Hills presented a site map and stated
that they need the vacation so that they may construct a much
needed storage facility.

Goedeke questioned whether the building permit has been issued.
Jopke stated that for part of the construction. Jopke stated
that the storage facility was divided into two phases, the first
phase has been issued a permit, a permit for the second phase is
being held pending vacation of Ryan Avenue.

Goedeke questioned whether the street exists, or if only the land
is there. Keel stated that the street doesn't exist but that the
land is reserved for a road.

DeBenedet asked what the time frame was for Midland Hills.
DeBenedet questioned whether looking at the trail plan would hurt
Midland Hills. Merrill stated that they have contracts and that
a delay would cost money.

DeBenedet questioned whether a 10 foot easement could be granted
instead. Mr. Austin, the greenskeeper, stated that phase 1 was
offices and the shop while phase 2 would be a storage area for
winter. Austin stated that he was concerned about machines
coming around a corner with people walking nearby. Shardlow also
stated that a large portion of the proposed trail is on golf
course property, bringing into question a liability concern.
Shardlow stated that the proposed trail plan is not feasible as
it stands now.
