Burrell answered that "call debt" means to redeem at par to get rid of higher debt and "defeecing" is a way of getting it off the balance sheet at a discount so that it is no longer a City obligation. Johnson questioned how the HRA raises funds and if they have to sell bonds. Shardlow pointed out that HRA has many ways to raise funds for projects. Berry asked if the funds escrowed by developers into the Pathway fund is in addition to the Pathway project in the CIP. Burrell responded that it was in addition to the project shown in the CIP. Roberts questioned what conclusion the Commission has to reach. Johnson read a resolution making the findings that the cIP is consistent with the City's Comprehensive Plan. Roberts questioned what areas the Planning Commission should be looking at. Burrell stated that the potential change in use of Acorn Park was the major area to look at. Roberts asked what the funding impact of that change would be. Burrell stated none.
