Burrell answered that "call debt" means to redeem at par <br />to get rid of higher debt and "defeecing" is a way of getting it <br />off the balance sheet at a discount so that it is no longer a <br />City obligation. <br /> <br />Johnson questioned how the HRA raises funds and if they have to <br />sell bonds. Shardlow pointed out that HRA has many ways to raise <br />funds for projects. <br /> <br />Berry asked if the funds escrowed by developers into the Pathway <br />fund is in addition to the Pathway project in the CIP. Burrell <br />responded that it was in addition to the project shown in the <br />CIP. <br /> <br />Roberts questioned what conclusion the Commission has to reach. <br /> <br />Johnson read a resolution making the findings that the cIP is <br />consistent with the City's Comprehensive Plan. <br /> <br />Roberts questioned what areas the Planning Commission should be <br />looking at. <br /> <br />Burrell stated that the potential change in use of Acorn Park was <br />the major area to look at. <br /> <br />Roberts asked what the funding impact of that change would be. <br />Burrell stated none. <br />
