ROSEVILLE PLANNING COMMISSION
Wednesday February 13, 1991

Page 3

Roberts questioned if this facility would be used for testing
cars only. Krzywicki responded that the facility would serve
only vehicles under the 8500 lb. gross vehicle weight. This
would allow automobiles and pick up trucks and some lighter
recreational vehicles.

Roberts asked if the facility could be adopted in the future to
heavy truck testing. Krzywicki answered that they have no plans
to do that and if they did, it would require major plan changes
and review by the EPA and Pollution Control Agency.

Roberts asked if there was a problem with visibility of the sign
because of the existing fence on the site. Krzywicki pointed
out that the fence will come down on the site and that maps are
given to potential users of the site.

Goedeke questioned how many similar sites are there to be
constructed in the area. Krzywicki answered that there would be
11 sites constructed in the Twin City metropolitan area.

Johnson questioned if there would be a stacking problem.
Krzywicki responded that there was sufficient stacking space on
the site and pointed out that the test time for each vehicle
would be approximately two minutes.

Johnson asked the applicant what the hours of operation would be.
Krzywicki responded that the facility would be open from 7: 00
a.m. to 7:00 p.m. on Tuesdays and Thursdays, from 7:30 a.m. to
5:30 p.m. on Wednesdays and Fridays, and from 8:00 a.m. to 2:00
p.m. on Saturdays.

Johnson closed the public hearing.

MOTION

Goedeke moved and Stokes seconded to recommend approval of the
preliminary and final plat.

Roll Call:

Ayes:

Wietecki, Roberts, Berry, Goedeke,
Stokes, Johnson

Nayes:

None

MOTION

Goedeke moved and Stokes seconded to recommend City Council
approval of the special use permit for an automobile related use
with the following conditions:

1.
