<br />ROSEVILLE PLANNING COMMISSION <br /> <br />Paget 12 <br /> <br />April 10, 1991 <br /> <br />Dan Stephens pointed out his 25 year experience with youth and <br />the need for this kind of activity. Stephens stated that unless <br />kids are dropped off by parents, they can't get in unless they <br />have a high school ID. Stephens stated they use off duty <br />uniformed police officers for security, which works well. <br />Stephens pointed out that 35% of the kids are gone by 11:30 p.m. <br />and 90% gone by 12:15 a.m. to 12:30 a.m. <br /> <br />Harms questioned if the minimum age was 14 or 15. Stephens <br />replied that it would be 14 if they were dropped off by the <br />parents. <br /> <br />Thomas pointed out that the Cattle Company Restaurant, next door, <br />has dancing also and how do you control older people from coming <br />to the teen dances. stephens replied that the older age group is <br />not allowed and that the atmosphere is much different and would <br />not attract an older crowd. <br /> <br />Roberts questioned if there had been any change in security at <br />st. Louis Park since the program was started. Platt responded <br />that there has been an increase in security as the number of <br />kids, coming to the teen dance, has increased. <br /> <br />Roberts asked if security in Roseville would be consistent with <br />st. Louis Park. Platt responded that there would be three <br />security persons in Roseville initially, but would be increased <br />as the crowds get larger. <br /> <br />Roberts questioned if the parking situation was similar to st. <br />Louis Park to Roseville. Platt responded that it is not the same <br />but there are similar shared parking arrangements and that <br />parking has not been a problem. <br /> <br />Roberts questioned if access from the rear is allowed during teen <br />dances. Platt replied that access is not allowed but that <br />emergency exit only is maintained. <br /> <br />Robert stated that this seemed to be an admirable opportunity <br />for teen recreation and applauded Discus' effort to set up a <br />program. <br /> <br />Goedeke questioned if there would security outside. Patty <br />Johnson from Discus stated that they patrol every half hour in <br />the parking lot and every 15 to 20 minutes in the restrooms. <br />Stephens stated that if customers leave the building, they have <br />to pay another cover charge to get back in which discourages kids <br />from leaving. <br />
