ROSEVILLE PLANNING COMMISSION

Paget

6

April 10, 1991

study , comprehensive plan, and zoning of the area. Shardlow
reviewed the non-conforming items on the site and pointed out
that the applicant wants to discuss what level of compliance to
the ordinance would be appropriate. Shardlow stated that this
was an important site and that it was particularly important to
look at the external portions of the site. Shardlow pointed out
that this would be a good application of the new interim use
provisions. Shardlow stated that if it was a permanent use,
however, that it should be brought up to code or that a
substantial reduction in the number of variances occur. Shardlow
pointed out that because of the uncertainty of the street changes
called for in the Twin Lakes plan that it would not be
appropriate to require changes in those areas of the site.

Goedeke asked if the staff had discussed an interim use process
with the applicant because he was uncomfortable if this was to be
a permanent use.

wietecki questioned the timing of the Twin Lakes plan revision.
Shardlow responded that he had discussed this item with the City
Manager and that it has become a higher priority for special
study.

DeBenedet stated that because of the work that occurred before,
that a 6 month time frame was reasonable for restudy.

Joe Morley from National School Bus Co. stated that they would be
providing a regional office, bus storage, and bus maintenance
facility for approximately 130 paratransit size vehicles
including the vehicles used for the Roseville Circulator. Morley
pointed out that drivers arrive at about 5:00 a.m. and are out by
6: 30 a. m. so it would not cause addi tional peak hour traffic
problems on adjacent streets. Morley pointed out that they have
been in the bus business for 31 years and are the major
paratransit provider in the area and that they provide
approximately 200 jobs.

Harold Jansen from the National School Bus Co. stated that they
had been in business since 1947 and provide transportation
nationally for 6,000,000 individuals per month. Jansen stated
that they had acquired Morley Bus Co. wi thin the last year.
Jansen pointed out to the Commission that part of their mission
statement is to grow with the community and to make sure that
they are a vitally useful entity within the community. Jansen
stated a willingness to work with the community concerning
meeting City standards and cooperation on street changes.

Goedeke stated his concern for the number of variances being
requested and asked if the applicant was willing to comply with
