<br />ROSEVILLE PLANNING COMMISSION <br />June 12, 1991 <br /> <br />Paget <br /> <br />3 <br /> <br />Pat Johnson, 2986 Mildred Drive, questioned how the proposal fits <br />in with the BRW study currently underway and stated that it would <br />be more appropriate to grant an interim use permit. <br /> <br />MOTION <br /> <br />wietecki moved and Harms seconded to recommend denial of variances <br />and approval of the special use permit with the following <br />conditions: <br /> <br />1. That detailed information be provided concerning proposed site <br />lighting in each phase for City staff approval. <br /> <br />2. That the site be revised to provide a total of four handicap <br />parking spaces on the site. <br /> <br />3. That additional landscaping be provided in phase 3 to include <br />an additional over story tree along Arthur street and <br />additional landscaping in the parking lot outside the fenced <br />area on the east side of the site. <br /> <br />4. That Phase I approval be implemented immediately. That Phase <br />II be implemented immediately after the city acquires the <br />Arthur street right-of-way, and Phase III improvements be <br />implemented immediately after Arthur street is built and open <br />for use and Prior Avenue is vacated. <br /> <br />5. That the entire building shall be painted in an attractive <br />manner immediately with plans prepared and approved by city <br />staff to bring the building completely up to building code <br />design standards within five years. <br /> <br />6. In the event that the city decides not to acquire and build <br />Arthur street, the applicant shall prepare and implement a <br />site plan to be approved by city staff removing all parking <br />within a 15 foot landscape setback from Prior Avenue, <br />replacing the parking if needed on the east side of the site <br />where Arthur street was to be acquired. Such site <br />improvements shall be made within one year of the decision not <br />to build Arthur street.
