<br />ROSEVILLE PLANNING COMMISSION <br />June 12, 1991 <br /> <br />Paget <br /> <br />4 <br /> <br />Bob and Peggy Slater request for rezoning and general concept and <br />development stage approval of a planned unit development for the <br />Lake Owasso Marina at 2774 Victoria street. <br /> <br />DISCUSSION <br /> <br />Discussion occurred concerning the following items: <br /> <br />1. The number and location of boats stored on the site, both <br />those owned by the marina and those stored for other people. <br /> <br />2. The need for three additional over story trees along the north <br />property line. <br /> <br />3. The quality and completeness of the submittal. <br /> <br />4. The need for a buffer zone on the north side of the marina. <br /> <br />5. The potential impact on the value of adjacent lots. <br /> <br />6. The location of the screen fence. <br /> <br />7. The need to restrict the storage on the north lot to existing <br />gravel areas. <br /> <br />Two residents spoke concerning this matter. <br /> <br />John Hanson, the son-in-law of Eleanor Gillespie, the owner of the <br />single family lot to the north of the marina, stated that the lot <br />was originally purchased as a residential lot, that the fence is <br />not properly setback from the high water mark of Lake Owasso, that <br />the comprehensive plan does not allow marinas, questioned why the <br />city has allowed the use to continue before it was approved, <br />questioned why he was not contacted with the plans earlier, stated <br />that the marina can continue on the south lot but that the north <br />lot should be maintained as a buffer and stated that the proposal <br />has an adverse affect on the property owner and potential <br />salability of their lot because of the appearance of the parking <br />lot and boat storage. <br /> <br />Ann Berry, 1059 Woodhill, spoke in favor of the proposal stating <br />that the marina has been there for 30 years, is a neighborhood <br />institution, provides a valuable activity for kids in the area, and <br />provides an alternative for people that might otherwise have to <br />store boats in their front yards. <br /> <br />MOTION <br /> <br />wietecki moved and Harms seconded to recommend approval of rezoning <br />from R-1 to PUD, and general concept and development stage approval <br />
