<br />ROSEVILLE PLANNING COMMISSION <br />september 11, 1991 <br /> <br />Paget <br /> <br />7 <br /> <br />Presentation <br /> <br />Carlson summarized the proposed variance request. <br /> <br />stokes pointed out a potential conflict of interest because the <br />applicant had contacted and requested his appraisal services to <br />judge the potential impact of the proposal on their property. <br />stokes stated that he had not accepted the job. It was the <br />consensus of the Commission that Commissioner stokes could <br />participate in the discussion but could abstain from the vote if he <br />so desired. <br /> <br />Discussion <br /> <br />Items discussed included alternative designs, the concern that the <br />garage would over power the house, the elevation of the site, the <br />effect of the proposed garage on the neighbor's view, the need to <br />blend the new garage visually and architecturally into the existing <br />house, the effect of the proposal on drainage, and the need to <br />protect adjacent neighbors. <br /> <br />Burt and Marilyn Muellner, 964 Transit Avenue, expressed opposition <br />to the project because it would restrict the view from their living <br />and dining rooms, would result in additional drainage into their <br />yard, and would depreciate the value of their property. <br /> <br />MOTION <br /> <br />Harms moved and DeBenedet seconded a motion to recommend approval <br />of Roland Gisvold's request for side and front setback variances at <br />970 Transit Avenue with the following conditions: <br /> <br />1. That the final elevation of the garage floor be subject to <br />staff review. <br /> <br />2. That the pitch of the roof and exterior materials of the new <br />garage be architecturally compatible with the existing <br />dwelling. <br /> <br />3. That driveway materials and drainage be consistent with City <br />code. <br /> <br />4. That a gutter be placed on the east side of the garage with a <br />drain spout to the driveway. <br /> <br />5.
