<br />ROSEVILLE PLANNING COMMISSION <br />April 14, 1993 <br /> <br />page# <br /> <br />8 <br /> <br />Brian Munstock, from Sunde Engineering, highlighted the design, <br />including lot coverages, building location, sidewalk location, site <br />elevations, landscaping, loading dock screening, and indicated that <br />Rice Creek Watershed District approval had been obtained. <br /> <br />Discussion <br /> <br />Issues discussed included existing ingress and egress problems to <br />Crossroads Center in the area of the site, traffic safety issues, <br />whether existing traffic studies have been done, exterior <br />materials, building orientation, and whether alternative designs <br />have been explored. <br /> <br />Citizens <br /> <br />Mike Kelly, attorney for the applicant, urged the Commission to <br />move forward on this matter, acknowledged the existing private <br />access issues, and that it was the intent of the applicant to work <br />out the outstanding issues with the adjacent property owners and <br />tenants. <br /> <br />Dennis Doyle, Welsh Company President, stated that he acknowledged <br />that this was always a developable site but that too much was being <br />proposed. Mr. Doyle indicated that there was a material change <br />being made to ordinance requirements which should be studied <br />further. Mr. Doyle pointed out a number of concerns including <br />traffic, exterior building materials, landscaping, parking, and <br />with the amount of square footage being proposed on the site. Mr. <br />Doyle urged that this matter be continued for further study and <br />they would be willing to make their traffic information available <br />to the applicant. <br /> <br />Gary Myron, Manager of the Rainbow Food Stores, pointed out the <br />existing traffic problems on weekends at the existing center and <br />stated that the automobile and truck traffic from this proposed use <br />would peak on weekends when existing areas are already having <br />problems. Mr. Myron also indicated that this was not an attractive <br />building design. <br /> <br />Barb Brothers, representing Sears Homelife, stated the need for <br />additional traffic study and that they have parking concerns. <br /> <br />Tom Harris, representing Best Buy, stated concerns about traffic <br />and parking because of the number of compact parking stalls. Mr. <br />Harris stated that if this store performs as other Computer City <br />stores do, that there would be parking problems. Mr. Harris also <br />pointed out that because this store was smaller than other typical <br />Computer City stores, there would have be less warehouse which <br />means an increase in truck traffic. Mr. Harris testified that he <br />had concerns about the impact of the building on the visibility of <br />the Best Buy store and pointed out that there is no hardship <br />present because the owner is well aware of constraints of <br />development on the site. <br />
