<br />ROSEVILLE PLANNING COMMISSION <br />May 12, 1993 <br /> <br />page# <br /> <br />8 <br /> <br />Roll Call: <br /> <br />Ayes: <br /> <br />Sandstrom, Thomas, Wall, Wietecki <br /> <br />Nayes: <br /> <br />None <br /> <br />Planning File 2505 <br /> <br />Computer City/Beechwood Acquisitions, Inc. request for special use <br />permit and variance to the required setback on an outlot located in <br />front of the Roseville Crossroads Shopping Center at County Road B- <br />2 and Snelling Avenue. <br /> <br />Presentation <br /> <br />Carlson summarized the shopping center district requirements, the <br />discussions which occurred with the various parties since the last <br />Commission meeting and the change in the parking design. <br /> <br />Gary Gandrud, attorney for Beechwood Acquisitions, highlighted the <br />meetings held with staff and pointed out that the proposed use <br />would generate less traffic than other uses that could be developed <br />on the site because it contains classrooms and lecture areas and <br />involves fewer customers who stay longer. Mr. Gandrud also stated <br />that there would 1-3 deliveries per day which could occur one hour <br />before and one hour after business hours. Mr. Gandrud testified <br />that the design protects their parking and asked that the City <br />apply its standards to this site in a consistent manner with how it <br />is applied to other sites. <br /> <br />Carl Schwab, architect for Beechwood Acquisitions, summarized the <br />proposal, pointing out that the lot coverage was only 21%, that the <br />proposal had moderate parking requirements, that landscaping exceed <br />requirements, and that the building has been tailored to the <br />specific site. Mr. Schwab also discussed the screening of the <br />loading area, truck circulation, and other traffic issues, building <br />exterior materials, and the mutual access easements in place with <br />the adjacent Crossroads Shopping Center property. <br /> <br />Lauren Knot, attorney for Equitable, summarized the history of the <br />parcel and the easements that are in place. Gary Olson, the <br />general manager of Rosedale highlighted issues concerning the <br />potential sale of the property and pointed out that they were <br />excited about the strong retail concept that is being proposed. <br /> <br />Paul Dunn from Welsh Companies, summarized the history of the <br />approval process for Crossroads and the level of scrutiny that they <br />were subjected to. Mr. Dunn pointed out that they were not against <br />development of the parcel but have problems concerning the design <br />and exterior building materials, the fact that no traffic study has <br />been done, the size and location of the building, the height of the <br />building, and the setback of the building from their south property <br />line. Mr. Dunn also indicated that the building doesn't integrate <br />into the adjacent development and that they believed the storm <br />sewer could be relocated for less than $50,000. <br />
