<br />ROSEVILLE PLANNING COMMISSION <br />May 12, 1993 <br /> <br />page# <br /> <br />9 <br /> <br />Tom Hart, attorney for Welsh Companies, stated that the proposal is <br />not the best possible solution for the area and there is a need to <br />better integrate it into the surrounding area. Mr. Hart pointed <br />out that the developer carries the burden to prove that it meets <br />State and local statutes. Mr. Hart added that the proposal will <br />have a negative impact on the adjacent parcel from a traffic, <br />pedestrian view and other health, safety, and welfare issues. Mr. <br />Hart testified that development must be right because everyone will <br />have to live with it. He pointed out that a variance is being <br />requested but that any variances granted should only be the minimum <br />necessary to relieve the hardship and difficulty. Mr. Hart <br />testified that what was being proposed was a radicle change and the <br />City has broad discretionary powers to turn down or request further <br />study of a proposal. Mr. Hart indicated that all parties need to <br />compromise on this matter. <br /> <br />Dennis Eyler, from Strager, Roscoe and Fausch, indicated that they <br />had been asked by Welsh Companies to review the traffic situation <br />on the site. Mr. Eyler summarized his review and the problems <br />which exist or will exist if this development occurs. <br /> <br />Tom Harris, representing Best Buy, summarized their concern <br />including the height of the building, visibility effects, traffic, <br />and parking. Mr. Harris stated that there proj ected traffic <br />generation numbers are too low and that there are too many compact <br />parking stalls on the site. Mr. Harris also indicated that because <br />there is less warehouse space that there would be more truck <br />delivery which would add to traffic problems in the area. Mr. <br />Harris pointed out that the present owner is fully aware of the <br />constraints of the site. Mr. Harris encouraged the Commission to <br />take more time to consider the full range of issues and impacts of <br />the project. <br /> <br />Gary Myron, Manager of the Rainbow store, expressed concern that <br />the proposed building would block the view from their building, <br />create traffic problems, and also pointed out that there is <br />potential truck access problems at the entrance. <br /> <br />Cindy Wair, from Welsh Companies, stated that the development has <br />not been designed to integrate into the existing center, that more <br />realistic truck circulation needs to be studied. Ms. Wair pointed <br />out that additional review of the project is needed. <br /> <br />Discussion <br /> <br />Issues discussed included the number of compact stalls, potential <br />congestion caused by cars backing out of spaces near the entrance <br />of the site, other building design alternatives which have been <br />explored, other permitted uses in the SC district, landscaping, <br />signage, screening of the loading dock, delivery times and <br />frequency, whether or not a traffic study is warranted, exterior <br />building materials, traffic safety concerns, and the need to make <br />the community look the way it wants it to look. <br />
