Ms. Bakeman testified that the Planning Commission should <br />look into the future and determine the impact of the change and <br />design of the sites in question have on the community and the <br />surrounding area. <br /> <br />Gary Blume, 1164 Summer, stated that Bruce Russell Park was <br />originally in the comprehensive plan as a park and should stay as <br />a park. <br /> <br />Jerry Baumann, 1178 Ryan Avenue, representing the "Save Bruce <br />Russell Park" group gave a letter to the Chairperson for entering <br />into the official record. Mr. Baumann stated that his group is <br />urging the City to save the park for a number of reasons including <br />that the swap is in conflict with the existing plan, the need for <br />the neighborhood park area, that the park is crucial for <br />maintaining the growth and stability of the neighborhood, and that <br />the proposed swap would not be consistent with the goals of the <br />vista 2000 plan. <br /> <br />MOTION <br />wietecki moved and Thomas seconded a motion that based on study at <br />the present time, the project is not consistent with the existing <br />comprehensive plan designations for the site. <br /> <br />Roll Call: <br /> <br />Ayes: <br /> <br />Wall, Sandstrom, Roberts, Thomas, <br />Harms, wietecki <br /> <br />Nayes: <br /> <br />None <br /> <br />Chairperson wietecki opened a public forum concerning other issues <br />which the Commission may want to discuss. wietecki indicated other <br />potential issues would be geographic dispersion, small parks vs. <br />large parks, vest pocket parks vs. athletic facilities, tax base <br />loss, who pays for improvements, other options which the church has <br />and appropriate use of the site at Lexington and County Road B. <br /> <br />Dave Bishop highlighted the proposed exchange, the advantages of <br />expansion of Lexington Park, highlighted the potential Conoco site <br />at the corner of Lexington and County Road B, discussed the phasing <br />of the church improvements, and the amount of' park space which <br />would be maintained, history of church expansion, and the social <br />services to the community which the church fulfills. Bishop <br />pointed out that the park w~s not being lost, that the mission of <br />the church centered in the community, and that this is the best and <br />only option available to the church within the community. <br /> <br />George Weinman, Pastor at Roseville Lutheran Church, stated that <br />the congregation had adopted the values which were previously <br />adopted by the school district, and that the church wants to remain <br />in the community and is willing to invest millions of dollars to <br />stay. Mr. Weinman pointed out that he understood the neighborhood <br />concerns with green space and that the church would continue to <br />make space available to the community.
