<br />ROSEVILLE PLANNING COMMISSION <br />June 9, 1993 <br /> <br />Pagel <br /> <br />5 <br /> <br />was a benefit to the neighborhood to be close to church, nursery <br />school and other programs which the church is involved in. <br /> <br />Mary Bakeman, 1178 W. County Road B, stated that change is <br />inevitable and that she viewed this proposal as a positive change <br />for the community. Ms. Bakeman pointed out that the roles of the <br />Vista 2000 process was to produce a livable community and not pave <br />over all of the community. Ms. Bakeman added that the city needs <br />to recognize the importance of the church's role in the community <br />and do what they can to insure that the church does not have to <br />leave Roseville. <br /> <br />Barry Carlson stated that he chose his place of residence because <br />it is close to the church, that a lot of church people are users of <br />the park, that the church provides important outreach services to <br />the community, and that the activities help serve businesses in the <br />area. <br /> <br />Dave Dudley, 484 Crescent Lane, stated that the City needs to look <br />at the wider community and its needs and acknowledge the importance <br />of parks as well as churches because they serve the neighborhoods <br />and a wider region. <br /> <br />Jim Ballantine, 1883 Ryan Avenue, pointed out the importance of the <br />church to reinforce values. Ballantine stated that the City should <br />allow the church to grow. <br /> <br />Gary Blume, 1164 Summer, stated that the bottom line is that the <br />park will be gone and children will not be able to walk an <br />additional 8-9 blocks to get to the park. Blume stated that the <br />City will be breaking a covenant with the neighborhood if Bruce <br />Russell Park is lost. <br /> <br />David Mundt, 1159 Benten Way, stated that additional commercial <br />development is not needed in the County Road B intersection and <br />that the City should keep one corner as park space. <br /> <br />Max Fitzler, member of Roseville Lutheran Church, stated that the <br />City should be considering the overall public good. Mr. Fitzler <br />stated that the City can't fund a park on Lexington and county Road <br />B on its own. Mr. Fitzler testified that in this particular <br />situation, the City should allow the church to continue its mission <br />which, under this proposal, would also allow the City to have a <br />better park. Mr. Fitzler stated that the choices are to have a <br />small park and hole in the community if the church was to leave or <br />to allow this proposal to go forward so the City would have a large <br />park and an expansion of the churches service to the community. <br /> <br />Bruce McFarland, from the "Save the Bruce Russell Park" group, <br />stated that the church has been a good neighbor but the homeowners <br />have also been good neighbors and that the proposal would make the <br />church a bad neighbor. McFarland stated that the Comprehensive <br />Plan exists to lay down rules ahead of time to balance all <br />
